SCOPE/JOB PURPOSE:
The Reproductive Health (RH) Clinical Mentor will be responsible to provide clinical mentorship to a wide range of medical and paramedical mentees, including facility-based health workers such as nurses, midwives, clinicians, and community-based health workers such as traditional birth attendants and community health assistants. The Mentor will provide clinical support on comprehensive RH/HIV/AIDS mainly focus on the clinical aspect in ensuring the provision of quality RH services. The RH Mentors is responsible for planning, implementing and monitoring of IRC’s Health (HIV/AIDS and RH) in the assigned refugee camp-.The RH Mentors reports to the Health Officer and will also be technically supported by the Health Manager based in Shire. The RH Mentor will manage IRC’s Health projects in-collaboration with the health officer, ARRA and Woreda health staffs for the implementation of program activities in accordance to UNHCR and nationally accepted standards.
Responsibilities:
Technical
· Ensure that the objectives of the project are met as per the project proposal, work plan and M & E Plan.
· Ensure that all specified HIV/AIDs and RH activities are implemented in the refugee camp and the surrounding local communities.
· Liaises and creates strong linkages and partnerships with other agencies, zonal, and Woreda stakeholders implementing HIV/AIDs and RH prevention and control services in the targeted area.
· Conduct rapid assessments to identify gaps in training, need for refresher training and additional skills strengthening of facility-based health workers; develop training plans to ensure coverage of skilled health workers who can provide comprehensive, high-quality RH services
· Conduct or facilitate trainings to establish a second generation of clinical mentors at ARRA Health centers to ensure maximum and sustained knowledge and skill transfer on areas of clinical RH.
· Provide technical support for the development and use of clinical RH job aids and or social and behavior change communication (SBCC) material that support the demand generation activities on RH generate demand
· Support and closely work with the MCH department of ARRA at health center to improve clinical RH service uptake and improve its quality through joint coaching and mentoring actions.
· Represent IRC in coordination meetings, workshops and task force meetings at the respective refugee camp.
· Work towards quality data management system for Health projects at the camp.
· Keep health program activity records both in soft and hard copies and provide activity reports as required by IRC and the donor timely.
· Ensures that HIV/AIDs and RH/FP interventions are utilized per the standard protocols, policies and guidelines of MoH and WHO.
Program Management
Grant Management
· Follow all IRC’s standard grant Management tools as recommended by the Addis based health unit and M & E unit
· Ensure that all activities are implemented according to the work plan and that targets are met.
Budget Monitoring
· Work closely with the health officer and Health Manager in management of the grant budget
· Raise PRs as required after discussion with colleagues.
· Track expenditure on a monthly basis and report appropriately.
Monitoring and Evaluation
· Monitor the implementation of HIV/AIDs and RH activities in health facilities.
· Ensure that the stared goals and objectives of the program are met.
· Ensure establishment and maintain quality data management system for both RH and HIV/AIDS projects
Human Resource Management
· The RH Mentors will be responsible for the management and supervision of the Health Social Workers in the camp.
· He/ She will ensure that staff performance evaluation is conducted on time and in a standard quality that contributes to the staff development plan.
KEY WORKING RELATIONSHIPS
Internal
· Receives technical support from the Health Manger in Shire and the Addis health Technical Unit.
External
· Beneficiary communities, Woreda HAPCO, Woreda Health Offices, Woreda health facilities, and other NGOs.
Requirements
Education and experience
· BSC in Public Health, Nursing or Midwifery with at least three years working with relevant experience is highly desirable
· MPH/ RH , Masters in clinical Midwifery with at least two years working with relevant experience is highly desirable
· At least 3 years of clinical experience in directly managing RH, including family planning (Long acting –reversible contraceptive (LARC) ), antenatal care, delivery, postpartum care, comprehensive abortion care, neonatal care, and an understanding of adolescent-friendly health services
· Up-to-date knowledge of comprehensive clinical RH management practices and its guidelines are advantageous
· Knowledge and skills in clinical mentoring of MCH Clinicians.
· Good project management skills, ability to plan, organize and supervise implementation of clinical based RH and HIV/AIDs projects.
· Demonstrated qualifications, experience, or training in community mobilization and community health promotion.
· Knowledge on culturally sound IEC/SBCC material on RH and HIV/AIDS topic

· Knowledge of local language is plus.
