ORGANIZATIONAL DESCRIPTION:
The IRC is a non-Governmental humanitarian organization working world wide to serve refugees and communities victimized by oppression, natural disaster and violent conflict. The IRC has been working in Ethiopia since 2000 and is currently working in five regions including the Somali Regional State where it started operations in 2000.
PROGRAM BACKGROUND:
IRC Ethiopia is a key actor in the WASH sector in five regions, including Somali region where it has been implementing environmental health program to support conflict and drought affected pastoralist communities in Jijiga, Degahbur and Korahe zones. The IRC is currently implementing an emergency WASH grant with funding from USAID-OFDA, titled Emergency WASH response for IDPs and host community with SAM and MAM in Erer, Afder and Jerer Zone of Somali Region. In addition IRC, in a consortium with Concern Worldwide (CWW), through RRM is implementing emergency nutrition activities in five P1 woredas, across three zones (Afder, Jerer and Erer zones) of Somali region. JOB PURPOSE:
Reporting to the ERR Manager, the Senior Environmental Health Officer (Engineering) will be responsible for overall implementation, supervision and monitoring of construction activities for development and rehabilitation of deep and shallow borehole based water system, supervision of installation of solar pumping equipment, institution rainwater harvesting systems and design of household and institutional latrines. He/she will specifically be charged with supporting the ERR and EH Manager in planning, designing, development of BoQs and overall budgeting, In addition S/He will manage skilled and unskilled labour and carryout supervision, monitoring and quality control of construction activities and, provide technical guidance and training on proper usage/operation and maintenance of water and sanitation facilities. Additionally the Senior EH officer (Engineering) will provide technical support to emergency WASH responses whenever they occur within areas of IRC operation. . Over 60% of time will be spent in the field
SPECIFIC RESPONSIBILITIES
Program implementation
· Support the ERR and EH Managers in planning, designing, development of detailed Bills of Quantities, budgeting and, preparation of bid documents for implementation of water supply systems for human and livestock.
· Manage, supervise and monitor implementation of construction and related activities; institutional WASH facilities, water points, animal troughs, pipelines, reservoirs etc, ensure high quality control to attain a high standard product and value for money as per IRC and National standards. Support supervision of borehole drilling operations in collaboration with hydro-geologists and installation of solar pumping equipment in collaboration with the Water Technician Officer.
· Ensure active participation and involvement of Woreda water office, local government and community structures and beneficiaries in planning, implementation, supervision, monitoring and evaluation of construction projects.
· In collaboration with local government and community leaders, identify local skilled and unskilled labourer, follow IRC established procedures for their engagement, manage and supervise them, keep track of attendance and work log-sheets, prepare and ensure timely payment for their labour. Mentor and train local unskilled laboures into skilled labourers to create local capacity for operation and maintenance of WASH facilities.
· Ensure timely procurement of construction materials, manage and be accountable for construction materials on construction sites in collaboration with community leaders and water management committees.
· Together with Community Mobilization Team), mobilize communities for active participation and involvement in planning and implementation for development, operation and maintenance of water facilities including contributing to capital investment and establishment of a cost recovery mechanism for operational costs.
· Together with Sanitation and Hygiene Promotion Team, sensitize communities and engage them in CLTSH, and hygiene promotion activities to improve the profile of sanitation and hygiene; provide technical guidance on construction of household and institutional WASH facilities.
· Lead detailed assessments for project sites, draft layouts and designs of water supply systems, ensure a community participatory process, including women and vulnerable members of the community. Whenever necessary, advise ERR and EH Managers on possible relocations based on assessment findings and discussions with Woreda administration.
· Support Community Mobilization Officers and Sanitation and Hygiene Promotion Officers in capacity development, supervision and follow up of Environmental Health Agents,
· Support EH Officers and assistants in all emergency activities and operation and train when required
· Together with EH Officers and SHP Officer, develop strategies to improve functionality of WMCs and improve operation and maintenance of water facilities.
· Participate in bid evaluation and analysis for construction of water and sanitation systems
· Conduct water quality surveillance and testing, build project and Woreda water/health bureaus staff capacity in carrying out water quality testing at water points and households.
· Participate in recruitment and training of Environmental Health Agents and water management committees and pump operators
Coordination
· Promote integration and coordination with the zonal and Woreda, partner agencies, and community leaders working in the water and sanitation and hygiene (WASH) sector
· When assigned by ERR Manager, represent IRC at regional, zonal, sector and cluster coordination meetings and provide prompt feedback.
Reporting
§ To submit biweekly and monthly program activity plans to the ERR and EH Managers and be responsible for the implementation, supervision, monitoring and reporting of all project activities.
§ Submit biweekly and monthly activity reports to Program Manager.
Monitoring and Evaluation
§ Ensure regular monitoring of program activities to determine the success of interventions and recommend changes in program design to the ERR and EH Manager
§ Participating in baseline and evaluation Knowledge, Practices and Coverage (KPC) surveys to determine how far sector indicators have been achieved
§ Implement and propose improvements to existing water and sanitation monitoring and evaluation tools to ensure their appropriateness and completeness.
Supervision
· The position holder will support the ERR & EH Managers and directly supervise EH officers and EH assistants and Environmental Health Agents). This includes:
§ Mentoring and developing the capacity of staff mentioned above in carrying out their respective responsibilities
§ Liaise with ERR & EH Managers to provide regular feedback on the performance and areas for improvement of the above staff.
KEY WORKING RELATIONSHIPS:
Internal
§ Working in consultations with; ERR and Environmental Health Managers, Hydro-geologist, Sanitation and Hygiene Promotion Officer, Water Technician and Community Mobilisation Officers
§ Working to Support Environmental Health Agents
External
· Coordinate and collaborate with Woreda Water and Health Officers and, Kebele leaders and Extension workers
· Support capacity building for Water Management Committees and Pump Operators
Ø Degree / Higher Diploma in, Civil Engineering, Water Engineering, Hydraulics, Hydro-geology, Environmental Engineering and other related field.
Ø Four year experience in implementation of large scale construction projects, preferably WASH projects in humanitarian, NGO or Government organizations.
Ø Proven knowledge of hydrology and construction management
Ø Computer literacy in MS word, Excel and CAD is a must.
Ø Fluency in English and Somali language both spoken and written.
Skills and Abilities
· Familiarity with the Somali culture
· Ability to work in stressful conditions, with limited social services, sometimes insecure and limited movements
· Ability to work independently with minimum supervision and in a highly results oriented work culture
