ORGANIZATIONAL DESCRIPTION:
The IRC is a non-Governmental humanitarian organization working world wide to serve refugees and communities victimized by oppression, natural disaster and violent conflict. The IRC has been working in Ethiopia since 2000 and is currently working in five regions including the Somali Regional State where it started operations in 2000.
PROGRAM BACKGROUND:
IRC Ethiopia is a key actor in the WASH sector in five regions, including Somali region where it has been implementing environmental health program to support conflict and drought affected pastoralist communities in Jijiga, Degahbur and Korahe zones. The IRC is currently implementing a Emergency WASH grant with funding from USAID-OFDA, titled Emergency WASH response for IDPs and host community with SAM and MAM in Erer, Afder and Jerer Zone of Somali Region. In addition IRC, in a consortium with Concern Worldwide (CWW), through RRM is implementing emergency nutrition activities in five P1 woredas, across three zones (Afder, Jerer and Erer zones) of Somali region. JOB PURPOSE:
Reporting to the Environmental Health Manager, the Sanitation and Hygiene Promotion officer will be responsible for overall planning, budgeting and direction of hygiene promotion implementation as an integral part of the environmental health program. S/He will specifically be charged with building the capacity of the project and the local government staff in understanding and sound employment of established participatory methods for hygiene and sanitation promotion and general behaviour change models. In addition the position holder will evaluate the impact of hygiene promotion activities and be at the forefront of designing alternative implementation strategies. The position holder will also be part of a regional team involved in the government strategic direction for implementation of Community Led Total Sanitation and Hygiene (CLTSH) or hygiene promotion campaigns aimed at accelerated sanitation and hygiene uptake by pastoralist community. Over 75% of the time will be field work.
SPECIFIC RESPONSIBILITIES
Program implementation
· In consultation with EH Manager, plan, budget, and ensure effective implementation of hygiene and sanitation promotion activities as an integral part of the environmental health program.
· Conduct assessments of barriers, enabling factors and effective communication methods/channels to instigate changes in key behaviours and develop, design, modify or adopt culturally appropriate media, messages and IEC materials to promote sanitation and hygiene behavior.
· Lead the recruitment and training of Sanitation and hygiene promotion Assistants and Agents, ensure the involvement of community leaders in identification of candidates for SHP agents positions and for hygiene promotion volunteers
· In collaboration with Regional health bureau and consultation with EH Manager and ERR Manager at Jijga and Senior Hygiene Promotion Managers at Addis Ababa, lead capacity development for project and Woreda staff in implementation of CLTSH or hygiene promotion campaigns and other participatory approaches for sanitation and hygiene promotion, and ensure their sound employment to improve program quality and impact
· Together with other multi-disciplinary ERR team members, participate in conducting detailed assessment and community conversations for targeted project sites
· Ensure effective integration of sanitation and hygiene promotion strategies in water supply development, operation and maintenance and, sensitize beneficiary communities on observance of a safe water chain
· Be responsible for initiating and following up procurement and utilization of materials and other resources required for implementing sanitation and hygiene promotion activities
· Lead implementation of project innovations and learning components like promotion of solar disinfection (SODIS), evaluate impact, document learning and propose strategies for scale up.
· Participate in conducting assessments for and, implementation of emergency intervention
Coordination
· Arrange and coordinate meetings with Woreda Health and Water offices to ensure activity implementation conform to government strategies and guidelines
· Promote integration and coordination with the woreda and partner agencies working in the sanitation and hygiene promotion sector.
· When assigned by EH Manager or ERR Manager , represent IRC at sector and cluster coordination meetings and provide prompt feedback
Reporting
· To submit biweekly and monthly program activity plans to the EH Manager
· Submit biweekly and monthly activity reports to EH Manager and
Monitoring and Evaluation
· In consultation with EH Manager, ensure regular monitoring of program activities to determine the success of interventions and recommend changes to EH Manager
· Support the EH Manager to design and develop Knowledge, Practices and Coverage (KPC) survey protocols, participating in carrying out baseline and evaluation KPC surveys to determine sector performance
· Monitor hygiene and sanitation promotion activities and behaviour change in the communities by facilitating rapid assessments and evaluate program performance and progress towards achieving targets.
Supervision
· S/He will directly supervise SHPA.
§ Mentoring and developing the capacity of SHPAs in carrying out assessments, water quality testing and promotion of participatory approaches, carrying out KPC surveys and supervision of SHPAs and
§ Carryout half-yearly and annual performance management evaluation of SHPAs, including providing routine feedback for performance improvement
KEY WORKING RELATIONSHIPS:
Internal
§ Working in consultations with ERR Manager, EH Manager, SHP Assistants Water Technician, EH Officers, Hydro-geologist and Community Mobilisation Officers
External
· Coordinate and collaborate with Regional water Bureau, Woreda Health and Water Officers, Kebele leaders and Health Extension Workers
· Support capacity building for Water Management Committees, Health Extension Workers and Sanitation and Hygiene volunteers
Ø Degree in; Environmental Health Science, Rural Water Supply and Sanitation, Health Education and Promotion, Community Health or related field with at least four year experience. A diploma in the above fields with 6 years of excellent performance.
Ø Four years’ experience in Sanitation and hygiene promotion in humanitarian, NGO or Government organizations.
Ø Proven knowledge of CLTSH and PHAST.
Ø Computer literacy in MS word, Excel and Publisher is a must.
Ø Fluency in English and Somali language both spoken and written.
