1. BACKGROUND
DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded program Enterprise Partners (EP) which aim to support and transform the private sector and Ethiopia’s continued economic growth over seven years with a £15m grant fund.
EP is utilizing the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.
The EP Pillars are:
· The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.
· The Finance Group aims to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment.
Background specific to this assignment
EP has been promoting marketing of improved FAV seedlings with the intent of improving accessibility of smallholder farmers to quality seedlings for better productivity in Fruits and Vegetable Production. It is also anticipated that farmers will have increase sales and income through this intervention, EP as a facilitator supported its partners in developing of business plans and cost share in the expansion of new business models, experience dissemination and consultancy engagements.
In return one of the partner implemented the intervention through expanding their marketing outreach to other parts of Ethiopia with potentials in FAV production. Small holder farms located in different Woredas have bought and planted the seedling in the 2010 crop season.
Partners have been submitted reports showing improvement in seedling sales in terms of volume and marketing outlets reaching other parts of the country. To make an objective comparison EP needs to establish a counter factual impact assessment of beneficiary farmers in four Woredas.
This assessment will help to establish contribution/attribution of EP’s intervention to improved seedlings sales by partners to SHFs. Further, the assessment findings will enable EP to measure the progress towards the relevant log frame indicators. In addition, the assessment findings will be used to inform the design of the prospective regional scale up intervention.
2. PURPOSE
The purpose of this assignment is to assess;
1. The impact of using improved seedlings on the incomes of small holder farmers (beneficiaries).
2. The yield of the beneficiary farmers using improved seedlings and other non-beneficiaries not using improved seedlings.
3. The sales of the beneficiary farmers using improved seedlings and other non-beneficiaries not using improved seedling.
4. The implication of using improved seedlings and other embedded services in reducing chemical usage.
3. SPECIFIC TASKS
The enumerators will collect data from sampled respondents. (23 beneficiaries’ small holder farmers and 17 non-beneficiaries that are located in Wolenkomi, Timoye and surrounding Woredas). EP has contact information of these sampled respondents. The partner’s agent based in the selected Weredas will help to arrange interviews with the non-beneficiaries farmers to be interviewed. EP has also developed a questionnaire for this assessment. Using this questionnaire, the enumerators are expected to;
i. Undertake face-to-face interviews with 40 small holder farmers on their farm site or home.
ii. Clean and enter data into the pre-designed database, and ensure completeness and quality of data for analysis and processing.
iii. Produce summary data collection report highlighting task performed & challenges during assessment.

5. TIME FRAME AND INPUTS

REQUIRED QUALIFICATION OF THE ENUMERATOR
· A minimum of three years’ experience in research, data collection or similar assignment.
· Should have educational background in Social Science (Marketing, Economics, Finance and other related subjects (agricultural, especially horticultural knowledge is more desirable).
· A mid-level local expert with prior experience in research, data collection etc.
· Must have experience of conducting surveys.
· Previous work experience or familiarization with the assignment and localities will be an advantage.
· Good in English, Amharic and Oromifa languages.
· Experience and interest of working in a team.
· Willing to travel and ready for deployment to data collection areas mentioned above
