ROLE PURPOSE:
The Youth Employment and Private Sector Specialist Will be responsible to technical lead and advise project staff to implement the RESET plus project in a quality and timely manner. The role holder will be the lead person in ensuring youth livelihoods interventions such as strengthening of youth centres, private sector engagements, skill development to youth, job matching, documentation of lessons, facilitating various project related assessments [labour market etc..], are undertaken to the highest quality and standard and in a timely fashion. The job holder is also expected to ensure program complementarity among RESET plus and RESET 2 including other youth livelihoods projects implemented in the project area. The job holder is also responsible in ensuring program standardization in program implementation and approach among the RESET plus consortium members. The role holder is expected to travel 50-60 percent of his /her time to the RESET plus project areas to provide quality and timely technical backstopping.

Role Dimensions: S(he)Coordinates with Senior Technical Specialist - Youth Livelihoods and Private Sector Engagement, PDQ Thematic Technical Specialists for Livelihoods, Resilience, Nutrition, WASH, MEAL, Education and PDQ Operations including Project Managers, Implementing Partners and State/Regional Offices.
KEY AREAS OF ACCOUNTABILITY
LIVELIHOODS TECHNICAL ADVISORY SUPPORT, PROGRAMME QUALITY AND INTERNAL COOPERATION
· Lead and support various assessments in relation to RESET plus and subsequent utilization of findings to inform program implementation;
· Ensure program synergies within the project implementation area to minimize duplication of efforts and maximize program learning. For example: complementarity between RESET +, REST 2 and other youth livelihoods programs
· Support in organizing a quarterly review meeting to monitor the progress of the project and where appropriate take corrective measures to ensure project implementation is on track
· Work with project staffs, implementing partners and other stakeholders to develop an overarching private sector engagement strategy and plan for the project;
· Lead to identify, assess, and recommend potential private sector partners and partnership opportunities in relation to skill development and job matching;
· Map-out relevant market actors (training centres, private sectors, CSOs, Gov’t ministries etc…) in relation to skill and labour market development and facilitate linkages;
· Map and analyze private sector and develop a communication plan and marketing materials aimed at mobilizing private sector support and leveraging resources
· Identify soft capacity gaps of the public and private sectors through market assessment and key stakeholder analysis
· Facilitate capacity building activities of public and private sectors based on the prioritized strategies and project interests.
· In collaboration with TVETs and other pertinent sectors, deliver the soft skill training to target groups
· Ensure soft skills trainings provided/delivered to project beneficiaries are of quality and meets the needs and interest of the groups;
· In collaboration with Ministry of Youth and Sport lead in strengthening and functionality of the youth centres;
· Play a leading role in monitoring the quality of youth livelihoods activities implemented by RESET plus consortium members such as ORDA and UNISOD
· Assist training institutions [such as TVETs] to position and make use of private sector linkages through on-the-job training, coaching and mentoring for marketability of courses as well as apprenticeship, internships, sponsorship and private sector investment opportunities on the same;
· Promote the sharing of good practices and learning related to RESET plus
· Participate in technical working group meetings of the RESET PLUS consortium
· Work closely with colleagues in RESET PLUS to identify and proactively and consistently provide, as requested, specific technical support for quality programming.
· Technically advise on the implementation of youth livelihoods project with specific focus on RESET plus ensuring the project are of high quality and contribute to improved Livelihoods and hunger reduction targets
· Ensure proper documentation of experiences and lessons learned from RESET PLUS Projects [youth empowerment and family planning]
MENTORING AND CAPACITY-BUILDING
· Support the project in effective resource planning and management, including identifying and addressing strategic and technical capacity gaps related to the project;
· Where necessary in collaboration with PDQ team provide training to project staff to build their capacity;
EXTERNAL NETWORKING & REPRESENTATION
· Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders in the youth livelihoods areas.
· Represent the program with private and government sectors, civil society organisations and networks to increase coordination and learning and to support the achievement towards youth employment.
· Ensure youth employability/life skill/ and sustainable networking through one-stop services and existing GoE institutions.
