Role Purpose:
Save the Children works in all regions in Ethiopia, with over 40 field offices, a current staff of approximately 1,800 and current expenditure of approximately 90 million.
POTENTIAL is a 5-year USAID funded youth livelihoods activity being implemented in 6 regions of Ethiopia – Afar, Amhara, Oromia, SNNP, Somali and Tigray regions and in particular in five woredas Daworo, Mirabazernet, Yem, Hawassa Zuria and Endegene of SNNPR. Further PVH is a 3-year private company funded youth livelihoods project being implemented in 7 towns of SNNPR (Hawasa, Yirgalem, Aletawondo, Dorebafano, Boricha, Wondogent and Leku).
The job holder will be primary responsible for ensuring the high quality of youth livelihood activity and project implementation in SNNPR, budget monitoring and overseeing the overall activities, and effectively communicating and escalating issues in a timely and appropriate manner. Further being responsible for overall management and implementation; support of staff in general and in particular at Regional, Zonal, Woreda and Kebele level in planning, coordination, implementation and supervision of community based activities and ensure active involvement of and communication with communities and partners for smooth implementation of activities as per the approved agreements; interact with relevant governmental offices and bureaus for adoption and deployment of curriculum on skill training; organizes review session either at the Regional or Federal level; and ensure the implementation is in line with government and donor requirements and Save the Children standards.

Key Areas Of Accountability:
· Represent and manage the activity and the project;
· Develop and follow-up regional annual, quarter and monthly activity plan and budget;
· Coordinate the activity and the project in respective operational Woredas;
· Lead the regional team to prioritize key outputs and outcomes;
· Ensure that regional plans, budgets and reports are good quality, regularly updated and timely produced and communicated to all stakeholders;
· Establish regional and Woreda level linkages and partnerships with private sectors, MFIs, GOs, NGOs, TVETs etc. and maintain existing partnerships;
· Maintain and create good relationship and collaboration with government ministry offices in regional, zonal, and Woreda level;
· Facilitate the involvement of volunteers from different sectors to support the interventions;
· Ensure regular review meetings are conducted with stakeholders review activities and if needed agree on possible amendments and improvement;
· Recruit staff members based on the needs and implementation plans;
· Ensure staff members are adequately equipped with knowledge, skills and expertise to be deployed at Woreda and Kebele level;
· Communicates effectively with staff members and partners to identify needs and provide feasible solutions;
· Ensure staff members are involved in community mobilization, need identification, planning and effective implementation of activities;
· Ensure staff members have internalized the values of the Organization;
· Develop team spirit among staff members;
· Appraise staff performances;
· Work with HR Unit regarding HR and other general service related issues,
· Support the establishment and use of services within existing youth centers;
· Ensure that the youth centers are equipped with business development services and well informed to provide the necessary career guidance and information to young people;
· Conduct and facilitate research activities in areas of entrepreneurship, value chain analysis, business and youth employment opportunities;
· Identify, track, manage, mitigate risks that may affect implementation or staff engagements with stakeholders;
· Carry out other duties as requested by the Program Director/Field Operation Manager
Qualifications and Experience Essential:
· 6 years’ experience of working with youth livelihood development programs in rural settings out of which 2 years in managerial position;
· BSc degree in social work, rural development, business, commerce and related courses;
· Excellent understanding of the culture and ways of living of target communities in operation area;
· Good written and spoken English;
· Excellent communication and interpersonal skills with private sector, communities, government structure, existing NGOs etc.;
· Excellent partnership building and networking skills;
· Good team player and open for new ideas and learning;
· Good report writing skill; able to collect, document and share program records and information;
· Experiences of working in NGOs, management experience, communities at grass root level, local training institutes are advantageous;
· Advanced knowledge of computer applications;
· Ability and willingness to travel and work in rural areas where the program is implemented, within approved security frameworks.
Desirable
· Extensive experience in project execution, good organizational, management and leadership skills;
· Work experience in facilitation, coaching, partnership development, networking, supporting business development;
· Work experience in diverse international NGOs is an asset;
· Speaks one of the local language in the region, Amharic and English language fluently;
