Scope of Work:
The Voluntary Medical Male Circumcision (VMMC) Program Manager provides programmatic, technical and management leadership for the VMMC program of the Ethiopia Country Office. She/he represents the aforementioned program and ICAP with stakeholders in the Federal Ministry of Health (FMOH), Gambella Regional Health Bureaus (GRHBs), US Centers for Disease Control and Prevention (CDC), professional associations and numerous other stakeholders. She/he supervises both the technical and program staff, and is responsible for leading and managing the planning, implementation and monitoring of the VMMC program activities.

Result Areas:
Leadership
· Provide technical, programmatic and management leadership for the VMMC technical advisors officer, and program assistants and consultants.
· Mentor technical staff in the team, demonstrating competency-based training approaches and ensure the comprehensiveness and quality of the VMMC service provided in Gambella region.
· Lead the program design, implementation, monitoring and evaluation of the VMMC program in Gambella region and work towards ensuring program sustainability.
· Oversee the successfulness of the VMMC awareness and demand creation strategies and efforts.
· Motivate and encourage technical advisors and officer to come up with innovative, feasible, and better programmatic approaches helping for the betterment of the VMMC program success.
· Develop and maintain professional relationships with colleagues working in different stakeholders, partners and donors.
· Provide technical assistance to the FMOH, GRHB, health facilities, PEPFAR partners, medical universities, as well as professional associations.
· Serve as a liaison for VMMC program activities with the donor and technical counterparts at CDC, government counterparts (FMOH, GRHB, RHAPCO) and partner organizations to ensure coordination and consistency of program implementation.
· Encourage and assist in designing and conducting assessments/studies and writing success stories within the program team.
· Lead workshops and meetings in areas related with VMMC and support the implementation of the aforementioned program activities to achieve its targets.
· Represent ICAP in professional fora through meetings, workshops, technical working groups conferences, presentations, and publications
Management
· Supervise technical and program staff and work with them to ensure service accessibility and achieve the VMMC program goals and objectives.
· Lead the development of work plans, project papers, and other technical reports, and manage these processes to ensure that programs and strategies are designed and implemented accordingly.
· Lead the joint supportive supervision visits and ensure activities are implemented as planned and in accordance with the standard operative procedures.
· Ensure that identified gaps during supportive supervisions are addressed in time and all required VMMC equipment and supplies are there to avoid service interruption.
· Monitor the different program outputs and results related to team’s technical areas and work closely with M&E staff.
· Work closely with the Ethiopia and Colombia based ICAP staff to set program priorities and directions in the area of VMMC activities and to respond to requests for support from local counterparts;
· Participate in planning meetings as an ICAP representative with various partners and provide inputs for implementation of program activities in the Ethiopian context;
· Participate as needed in conference calls between Ethiopia- and Colombia-based staffs;
Business Development
· Identify and communicate potential opportunities for new business or leveraging of funding sources.
· Contribute to proposal development, design, writing, and editing, as needed.
· Develop and maintain excellent relationships with colleagues, partners, and donors worldwide
Knowledge Management
· Act as a role model in technical and management styles.
· Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information is shared to the regional program implementation Director, Country Director and Colombia based colleagues.
Education & Qualifications
· Either MD, MPH with five years’ work experience or BSC, MPH with at least seven years of clinical and public health experience.
· Language Requirement: Proficiency in speaking, writing and reading English and Amharic
· Computer literacy in Word, Power Point, Excel and Outlook Express.
