Summary of Responsibilities:
The Ethiopian Ministry of Health, with support from the Data Use Partnership Project, are seeking technical assistance as the country establishes a national health data warehouse (NHDW). The Business Analyst will support the FMoH Health Information Technology Directorate in development and documentation of business, data, functional and non-functional requirements for establishment of the NHDW.
Specifically, we seek an individual with strong familiarity in both health care and technology, to help formally document user requirements from various stakeholders throughout the FMoH and the health system. This person will perform individual and group face-to-face interviews with pre-designed data collection tools and will help the technical team better understand the high priority uses from the end users directly. Therefore, the table below describes tasks to be performed on the NHDW project through January 31st, 2019.
Specific Responsibilities:
1. In collaboration with the NHDW technical working group develop and finalize standard data collection tools (1 week)2. Perform at least 15 key stakeholder interviews (across various health program teams) to both educate about upcoming NHDW, and document responses to requirements gathering questionnaire. (2 weeks)
3. Coordinate, and participate in at least one face-to-face NHDW requirements review workshop to assimilate and build consensus on final requirements alongside their relative priority. (1 week)
4. Co-develop and co-author DRAFT final NHDW requirements specification alongside NHDW work-group. (2 weeks)
5. Participate in weekly virtual meetings with NHDW work-group participants from Ethiopia and the US as requirements are being collected. (weekly)
6. Coordinate, and participate in the final workshop to assimilate and build consensus on final requirements. (1 week)

Education: MSc degree in Health Informatics, Information Systems or related fields
Minimum 5 years of work experience in health data analysis, designing, requirements development
Good understanding of software development processes, and user requirement
Hands on experience in health information system design and strong analytical and problem solving skills
. Extensive knowledge of hardware platforms and enterprise software applications
. Technical experience with systems networking, databases, Web development, and user support.
. Good background in Database design
. Experience in agile software development methodology
. Background in different programming language
. Experience in the development and implementation of standards, procedures and guidelines to support operational processes
Experience in working effectively in a diverse team of partners and stakeholders, and maintaining good working relationships
Ability to multi-task and prioritize tasks, prepare and review operational reports or progress reports
Language Proficiency: Excellent verbal and communication skills in both English and Amharic
