Job Title: Regional VMMC Technical Officer
Duty Station: Based in Gambella
Line Manager: VMMC project manager
Summary Scope of Work:
Provide technical support and facilitate provision of comprehensive and quality Voluntary Medical Male Circumcision (VMMC) activities in the level of healthcare facilities and the community, building capacity of the regional health bureau and other counterparts as applicable with the aim of improving the HIV prevention efforts in the Region. Act as a technical focal point for VMMC and represent ICAP in Gambella Region. The Regional Technical Officer will be involved in activity planning, support training organization and facilitating VMMC orientation, support the VMMC awareness and demand creation efforts and advocacy, organize VMMC campaigns, strengthen routine VMMC services, conduct supportive supervisions and coaching/mentoring VMMC providers working in the different health facilities implementing VMMC activities in Gambella region and compile performance reports in time.
Specific Roles:
· Become oriented to ICAP program activities, training and VMMC program approaches.
· Provide technical support to the regional health bureaus, hospitals and health centers in improving the accessibility and provision of quality VMMC services.
· Coordinate all VMMC activities with FMOH, Gambella regional health bureau (GRHB), regional HAPCO and CDC.
· Participate in facilitating VMMC orientations, organizing trainings, meetings and workshops to transfer VMMC knowledge and skills to providers and other community members.
· Facilitate and support healthcare facilities in the provision of routine, campaign and outreach VMMC services.
· Ensuring availability of required VMMC equipment, drugs and supplies in service providing sites, draft procurement list and quantity, prepare distribution list and oversee proper utilization and storage.
· Involved in documenting and sharing program successes, challenges and lessons learned to concerned government and donor counterparts as deemed necessary.
· Work towards building capacity of GRHB, regional HAPCO and FMOH colleagues through verbal and written communication as well as through joint supportive supervisions to ensure VMMC program sustainability.
· Support the region-level coordination and facilitation of joint supportive supervision visits to VMMC sites, identifying and involving concerned stakeholders in the process;
· Act as an ICAP liaison officer for the VMMC regional activities and represent ICAP in any VMMC program related meetings.
· Work very closely with facility VMMC focal persons and ICAP M&E team in collecting and compiling monthly performance reports in a timely manner.
· If needed, travel to Addis Ababa or elsewhere for VMMC related or other ICAP all staff meetings.
· Health officer or BSc nurse with at least five years’ experience in a clinical and or public health settings;
· Excellent written and verbal communication skills;
· Strong management, facilitation and team building skills;
· Computer literacy and ability to use MS Word, Excel, Power Point and Outlook;
· Proficiency in speaking, writing and reading English, Amharic, while proficiency in one of the Local Language is a MUST;
Skills & Abilities:
· Skilled in at least two or more of the following technical areas: involved in healthcare service delivery projects; training; community mobilization, infection prevention, HIV prevention and testing services; performance and quality improvement; monitoring and evaluation.
· Demonstrated experience with a mix of practical technical skills in VMMC necessary for strengthening HIV service delivery at the regional, national, clinical and community-level.
· Ability to communicate professionally especially with beneficiaries, VMMC providers and persons of authority in different levels;
· A team player, able to accomplish results by playing a supportive and facilitation role;
· Able to take initiative and work with minimal direct supervision;
· A good problem solver;
· Excellent verbal, written interpersonal and presentation skills in English and Amharic
· Ability to establish and maintain effective working relationships with all stakeholders;
· Willingness to be based in Gambella with travel to Addis and the different Zones and Woreda’s of Gambella region.
