TOR for procurement of services for topographic surveying works in different construction sites. (INSPIRE WASH)
INSPIRE Project is doing a development project in 14 woredas of Amhara regional states to improve the nutritional status of pregnant and lactating women (PLW) and children under five. In doing so , the Project will systematically build the capacity of public and community systems and services in health, nutrition, food security and livelihoods (FSLs), and water, sanitation and hygiene (WASH) components.
From WASH perspectives, the Project aims to ensure that women and children have increased and equitable access to gender-sensitive water and sanitation services through the following interventions;
i. Construction of improved, expanded and equitably accessible community and household (HH) water and sanitation infrastructure within targeted communities and;
ii. Enhancing equitable knowledge of WASH practices among women and men within targeted HHs and communities.
For the past three years, the project have created safe water access for many communities of 14 woredas of Amhara regional state and by this time planned to continue with similar water supply construction projects in four woredas (Gazgibla, Lasta, Tenta and Legehida).
These four woreda sites are selected in Year IV by the technical experts from CO and FO in collaboration with woreda government experts due to the existence of critical water shortage in the localities and respective feasibility of the water sources, suitable topography and other design parameters.
Therefore, as part of the design completion and its importance for construction, a detail topographic surveying need to be carried out by technically skilled surveyors & all the scope and other details will described below.
II. General objective
ü The main objective of the topographic surveying is to verify or re-confirm the pipe layout of the water supply system so that it can contribute for quality water supply construction.
III. Specific Objectives of surveying works
ü Collect & analyze detail pipeline related data of these sites & improve the quality of primary construction site assessment data that were mainly collected by hand GPS equipment.
Hence
Ø Deviation between plan and actual construction amount will be considerably minimized
Ø Avoid contract administration and related hassles resulting from inaccurate measurement on the earth’s surface.
Ø Mark/peg the selected pipeline routes and different water scheme sites on ground so that during construction phase no need to carry out a setting out activity.
I. Scope of work & Expected Outcome from surveying works
ü The surveyor would be responsible for all required manpower and materials in this activity
ü The springs, pipe routes and water scheme locations would be marked on ground with white wooden peg or ink.

VI. Participant of Procurement
ü The participant shall have a registered business license and/or a renewed professional license related to surveying from federal or regional urban development bureaus.
ü Consultants who could submit a registered TIN certificate will be subjected to a deduction of withholding tax rate of 2% and those who do not submit the TIN number will be subjected deduction of 30% from the total amount of payment.
ü Call for potential service providers by posting advertisement and Head hunting of those professionals working in any similar water supply projects shall be assessed and be invited to supply their expression of interest.
VIII. Participant of Procurement process and their roles
ü Construction team in commenting the ToR and the final report,
ü Procurement team in facilitating the service purchase process,
ü Finance team processing the payment,
ü Project team and all concerned in CO & FO shall fully participate in reviewing the TOR and proceeding for the process.
IX. Tentative schedule for procurement of the survey
ü The surveying data collection and reporting shall be completed in the period between November 21- December 10/2018.
X. Quality monitoring
ü The field office WASH team would monitor quality of the surveying works and comment will be approved by CO, FO project and Construction team.
XI. Evaluation criteria.
ü For the award of this surveying procurement, Client has established evaluation criteria that govern the selection of offers received. Evaluation will be made on a technical and financial basis.
ü It is recommended that ‘Soundness of Technical points and compliance with specifications given by Client take mark point of 60% while financial considerations take 40%.
ü In addition, consultants have to score at least 50% of the technical evaluation and qualification criteria to be eligible for the subsequent financial evaluation.
ü Points to be included for the technical evaluation are:
· Experience in conducting big gravity water scheme surveying works preferably in similar areas. (25 points)
· Type of materials and instruments to be used for this surveying. (15 points)
· Software choice to be applied (15 points)
· Understanding of the methodology and team composition. (20 points)
· Work plan (25 points)
