The senior advisors will undertake the following.
Assessment of human resource needs of Agency
Plan the Human resource
Checking the allocated budget for those vacant positions;
Prepare and announce the vacant position through mass media;
Register the applicants who full fill the minimum requirements;
Screen and selection
Examination process(the examination can be written or interview or both)
Prepare and approve the recruitment minute and
Notify the best candidates for medical and forensic examination
Prepare the hiring letter with job description
Conduct induction training
Placement and Staffing
Appraise the employees, motivate high performer and identify bad performer
Termination and retirement (on their needs, disciplinary actions, death)
Implement HRMIS
Assign new job position
Human resource service
Training and development need assessment
Facilitate training and development in Government and Private Institution
Facilitate Post Graduation Education
Facilitate extension, weekend and distance session education program
Evaluate training and development program
Evaluate the benefits and outcomes of given training and development
Job Requirement
Educational background and work experience
Advanced degree in Human Resource Management and other related field with at least 12 years of working experience in the field of Human Resource Management
At least five years demonstrated managerial level experience in Human Resource Management and supply Chain Management strengthening or related activities.
Required skills,
Demonstrated ability to build and maintain working relationships with senior-level officials, particularly interacting productively, proactively, and comfortably with government agencies
Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints
Skilled in actively working in high-performing teams and independently deliver expected result
Ability to travel internationally and domestically as required to support the progress Human Resource activities
Excellent writing and presentation skills in Amharic and English
Professional certificate is advantageous
Accountability,
Both the Civil service and FMOH/PFSA human resource development rules and regulations will be applied to guide the day to day services of the advisors
Regular report on PSA BPR implementation which includes achievements/ best performers, areas which need further improvement in the form of action points.
Developed user friendly tools and system for timely financial report and account ready for external audit
Best Quantification and inventory management practice which resulted in improved product availability at all levels of the supply chain
Established reliable quantification, efficient procurement and contract management system
Developed database and system for supplier prequalification
