Job Purpose
The Livelihoods Project Manager is responsible for the management and implementation of Concern Ethiopia’s livelihoods projects in Gambella region, currently in Pugnido refugee camps and Gog woreda. These projects are implemented for refugees and the host community and include backyard gardening, cereal production, small ruminant rearing, bee keeping and fishing. The PM will ensure high quality technical programming, timely implementation and review of activities and expenditure of budgets. The PM will prepare internal reports and donor reports in collaboration with the programme team and in line with the reporting schedule. The PM will manage the livelihoods team in Pugnido and ensure activities are integrated with the nutrition programme. S/he will work closely with the Area Coordinator, the M & E/gender equality officer and the systems support team, as well as with the Addis based technical staff.
Major Responsibilities;
1. Programme management and implementation
· Management of Concern Ethiopia’s livelihoods projects in Pugnido refugee camp and Gog woreda. This includes ensuring that strong project management is in place, with detailed implementation plans (DIPs), M & E plans, procurement plans etc. implemented according to the schedule, reviewed and adapted on an ongoing basis.
· With the support of the Addis based Livelihoods Manager, ensure that strong technical methodologies are in place for the range of activities being implemented (backyard gardening, small ruminant rearing, fishing, bee keeping and group savings and lendings).
· With the Head Office Livelihoods Programme Manager, consider innovative technical programme interventions and oversee their implementation.
· Contribute to the development of proposals for any new livelihoods activities.
2. Monitoring, Evaluation and Learning
· Ensure that strong M & E plans are in place and rigorously followed, with clear roles and responsibilities outlined
· Ensure that appropriate M & E tools and templates are used
· Use monitoring data to make recommendations for adapting the programme
· Take a lead role in any baselines, endlines, surveys, needs assessments and monitoring and evaluation activities relating to livelihoods
· Contribute to the development of documentation learning briefs and case studies relating to the Gambella livelihoods project
3. Planning, Reporting and Accountability
· Prepare internal reports and donor reports and ensure that they are developed to a high standard and that all deadlines for the receipt of these reports are met.
Lead on the development of monthly early warning reports for submission to the Area Coordinator
· Ensure effective communication and transparent information flows are maintained with the Addis technical teams (livelihoods, MEAL, gender equality)
· Ensure the full participation of beneficiaries at all stages of the project cycle management (needs assessment, design, implementation ,monitoring, evaluation)
· Contribute to ensuring that strong complaints response mechanisms are in place across the project
· Ensure that Core Humanitarian Standards are met and that any concerns are raised to the Area Coordinator
Gender Equality
· Participate in Concern Ethiopia’s mandatory staff gender equality training
· Ensure a commitment to Concern Ethiopia’s gender equality strategy evidenced by approaches to work and professional conduct
· Ensure that gender equality is thoroughly mainstreamed into the livelihoods project activities, working closely with the Addis Gender Equality Coordinator and the Pugnido based M & E/Gender Equality Officer to identify suitable strategies and ensuring their implementation
5. Financial Management
· Prepare detailed budget plans and implement the approved budget in line with Concern finance and grant management policies and procedures
· Ensure the proper, efficient and timely utilization of allocated program/project budget, including purchasing of materials, and monthly review of the budget monitoring tool
· Participate and give appropriate input for the project during the budget revision process
· Prepare a project procurement plan and ensure its timely implementation
6. Human Resources
· Directly manage the Pugnido livelihoods team
· Identify capacity gaps and provide on the job capacity building and support to the livelihoods team
· Set performance objectives for direct reports using the Concern PDR system and carry out performance development reviews
· Identify ways of increasing individual staff effectiveness and providing regular feedback on performance.
· Provide technical and managerial support to coach field staffs in order to build their capacity to perform their assigned roles and responsibilities
· Address any HR issues in a timely and appropriate manner
Coordination, Networking and Representation
· Represent Concern Worldwide at certain meetings involving UNHCR, ARRA, WFP, INGOs and local government and other relevant stakeholders at Woreda, zonal and regional levels
Other:
Carry out other activities as may reasonably be assigned by the Area Coordinator or the HO team.
ACCOUNTABILITY The Livelihoods Project Manager reports to the Area Coordinator. Performance against objectives and work plans, regular meetings, progress reports are the main means of assessing performance. |
Education and aptitude: | |
· BSc/BA or MA/MSc in Rural Development, Agriculture Economics, Agriculture, Food Security, Project Management or related field of study. | |
· Excellent written and spoken English | |
Job related experience and knowledge: | |
· At least 3 years technical experience in livelihoods programming in an INGO for MA/MSc holders OR 5 years of experience for BA/BSc holders of which 2 years will be in a direct management position. · Experience of bee keeping and/or fishing is an advantage | |
· Experience of working in refugee and host communities and partnership with relevant partners such as ARRA and UNHCR. · Strong technical capacity, excellent personnel management skills, leadership qualities, mediation and facilitation skills. · Excellent communication and interpersonal skills
