VIS-Volontariato Internazionale per lo Sviluppo is an International NGO based in Rome, Italy and accredited by Charities and Societies Agency of Ethiopia as a Foreign Charity in accordance with the Charities & Societies Agency proclamation No. 621/2009 (accreditation n. 0005 issued on 8th October 2009).
VIS Ethiopia is seeking a candidate for the post of Data Manager. The Data Manager will be working in the project: “DEAL: Development of innovative Employment oriented schemes and Active Labour market measures to increase livelihood and decent work opportunities for vulnerable youth and women at risk of irregular migration in Tigray ”
Brief Description of the project:
Overall objective: To contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women.
Outcome: To establish inclusive economic programs that create employment opportunities for potential migrants, returnees and refugees, especially women and youths, in Tigray by strengthening the capacities of local vocational training providers (TVET) and promoting public private partnerships (PPPs) in strategic economic clusters
IO1: Improved access of beneficiaries to TVET and employments opportunities through the promotion of partnerships among TVET service providers and the private sector leading to the delivery of innovative TVSD programs and pilot active labour policy schemes (voucher system); IO2 Improved capacity of selected industrial clusters to create additional job opportunities with a special focus on the promotion of decent work

Co-Applicant: CISP, OXFAM, Ethiopian Catholic Church – Social and Development Commission, Coordination Office of Adigrat ECC SDCO Ad, REST, Mesfin Industrial Engineering PLC, Polytechnic Mekelle.
Target Groups: A)Public and private actors coming from regional bureaus (TVET, MOSA, Youth and Sport, Small and Medium Manufacturing Industry Development Agency), at least 5 TVET and enterprises B) 2.500 Vulnerable unemployed and inactive youth at risk of irregular migration for a total of 2.500 beneficiaries; C) 150 Eritrean refugees;D)1.000 Women who suffer from limited participation in high paying productive male dominated sectors, resulting in lower average wages comparing to men;E)At least 160 between TVET and companies staff who will benefit from capacity building.

Main Responsibilities and specific tasks include but not limited to the following:
§ Assist and collaborate with the external consultant / consultancy society that will be responsible for the baseline study;
§ Compile and maintain a global database of beneficiaries and indicators related to the project;
§ Support development of composite indicators and data dashboards;
§ Produce charts and descriptive data analysis;
§ Undertake desk research on data tools for projections and analysis;
§ Being responsible for collecting data and indicators from the other co-applicants and compile with VIS ones to constantly update VIS Monitoring Plan;
§ Being responsible for the project endline;
§ Being available for any other specific requirements asked by VIS Pm and VIS Country Director.
Essential qualifications, skills and abilities required:
§ Relevant academic degree or further qualification in economy, statistics, or relevant field which involved training in quantitative methods ;
§ Minimum 3 years of relevant experience in quantitative-related field;
§ Demonstrated skills in using specialized statistical software;
§ Experience working as data manager for INGO;
§ Very good understanding of monitoring, reporting and evaluation processes;
§ Ability to take the initiative, multi-task, prioritize work and meet deadlines;
§ Good organizational skills and attention to detail;
§ Very good knowledge of spoken and written: English, Amharic (Tigrina preferably)
