Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Livelihoods and Food Security Project Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
The purpose of the Coordinator position is day to day implementation of the CC Project.
Generic Responsibilities:
The responsibilities depend to some degree on the existing organizational chart of the Country Office and the size and complexity of the operations. If these responsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.
§ Line management of CC project field staff;
§ Adherence to NRC policies, guidance and procedures;
§ Contribute to CC strategy development, project proposals and provide input on needs and gaps;
§ Manage and implement delegated portfolio of CC projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality;
§ Provide regular progress reports to Program Manager;
§ Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
§ Promote and share ideas for improvement and necessary changes in the activities;
§ Ensure capacity building of project staff and transfer key skills;
§ Liaise and collaborate with relevant local authorities and other key stakeholders;
§ Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific Responsibilities:
§ Develop proposal, NRC Shire Area Livelihoods and Food Security programming operational procedures, systems and programme guidance;
§ Ensure that the NRC Shire Area Livelihoods and Food Security project integrates community approaches, household livelihood security, resilience/ recovery, gender sensitivity and capacity building into all activities as appropriate;
§ Participate in overall NRC Ethiopia Livelihoods and Food Security Country Strategy strategic planning Core Competency Strategy, Macro-Log Frame & M&E, where needed;
§ Ensure close participation of refugees, host communities and relevant stakeholders in design and development of programmes;
§ Ensure the leadership of NRC Shire for operationalization and management of Livelihoods Working Group (LWG) already established and led by NRC as key leading agency in Shire areas;
§ Design systems and ensure accountability, specifically to refugee and local beneficiaries, ARRA, UNHCR, Local Government, and other stakeholders;
§ Ensure that the beneficiary communities are participating as equal partners in the design, monitoring and evaluation of projects;
§ Ensure that Project monitoring and evaluation tools are developed and implemented for all Livelihoods and Food security projects in Shire;
§ Prepare periodical project reports in comply with donor requirement and submit to Program Manager, M&E Coordinator and also extends technical support to project officer to have quality reports;
§ Ensure NRC YEP graduates (Refugee & Local) self-employed in different IGA activities including provision of start-up kits, soft loan, market linkage, employment creation opportunities, market center management follow up, etc.
§ As the overarching Livelihoods and Food Security budget holder, be accountable for all aspects of financial & resources management, PR’s, PO’s, Check signatories.
Context/ Specific Skills, Knowledge and Experience:
Programme Development
§ Conduct market assessments and livelihood options appraisals on-going and at the start of any new work in liaison with Livelihoods and Food Security Core Competency Specialist, involving refugee and host community and building the local capacity of staff and other members.
§ Develop Livelihoods and Food Security Concept Note and Proposals to various donors and contribute for actively seek funding opportunities in liaison with Food Security Core Competency Specialist and Grant Unit to implement Livelihoods and Food Security programmes as informed by assessments
§ Develop and work with Shire level consortiums with other national and international organizations to jointly design programmes, fundraise and lobby/ advocate for the interest of older persons
Programme Management
§ Lead the implementation of NRC Shire area Livelihoods and Food Security project/s in line with existing programming and operational policies and frameworks and donor regulations.
§ Establish and maintain effective work plans, program reporting, monitoring and evaluation (lessons learned) systems for both internal and external use
§ Lead/ participate Livelihoods and Food Security baseline/livelihoods assessments, Preliminary Impact Assessment, and this should guide the development of measurable and achievable indicators that would be reflected in the design of Shire LFSM&E framework.
HR/Personnel Management
§ Recruit, manage, train and build the capacity of Livelihoods and Food Security Project TL, PO & PA as per programmatic/ operational needs and requirements.
§ Draft or review the JD/ ToR of Livelihoods and Food Security Project TL/PO where needed.
§ Ensure, in liaison with Shire Program Manager and Area Manager that Food Security team members operate in a secure environment and comply with security procedures and policies.
§ Ensuring optimal use of human resources, including promotion of team work and team spirit, securing adequate training of staff and promotion of talented staff.
Procurement/Financial Accountability
· Approving of PR’s & PO’s through “AGRESSO” and manuals.
· Take part in the procurement committee bid processes, approval of hard copy documents with Project Coordinator threshold.
· Overall responsible for ensuring Financial Accountability of Livelihoods and Food Security projects those tasks includes: -
o Playing an active role in managing the Food Security and Livelihoods projects financial management, documentation, payments to labors, goods and services as per NRC Financial Rule
o Ensuring that all financial systems are followed and that financial reports submitted to NRC Field Office Shire Finance team are accurate.
Representation and Advocacy
§ Develop and maintain positive working relationships with Livelihoods and Food Security Team members, ARRA, UNHCR, other Livelihoods IP’s/OP’s, LWG members, Local Authorities, as well as technical focal points in food security & livelihoods.
§ Use evidence and learning from NRC Livelihoods and Food Security achieved tasks, experiments and work to advocate for inclusion of refugees for longer term social protection system.
§ Representing NRC in relevant forums, eg. LWG coordination meetings, Livelihoods technical meeting with ARRA, UNHCR and NGOs
Reporting Arrangements
· Collate bi-weekly, monthly and quarterly reports raw-data from Livelihoods and Food Security Team Leader & FSL-Officers and send the reports to Area Manager & M&E focal Person.
· Generic and un-timely report updates as requested by Area Manager, Addis Grant Unit & FSCCS to compile upon request of NRC Addis as well.

· MA Degree in Economics, Agro economics, Development studies, Sociology & other related social fields plus 3 years and above experience in Project Management
