Organizational Context and Scope
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context and Scope of the Position
Under the general supervision of the EPC Program Coordinator, with direct supervision by the Protection Officer the incumbent will support the necessity of assisting local level programme implementing staff and cluster partners in mainstreaming protection across programming areas including in relation to documentation and legal access to land and service.
Core Functions / Responsibilities:
1. Develop guidance materials for IOM emergency program staff on protection issues including legal access to land and property.
2. Guide and coordinate IOM staff on the field to conduct protection assessments in context of displacement and return;
3. Liaise with local government authorities on issues related to Internally Displaced Persons’ (IDP) legal access to services and property.
4. Provide technical guidance to IOM programs and staff to improve the Rapid Assessment Tool, land and property or any other due diligence protocols that aim at clarifying legal access to services, land and property.
5. Train and guide the program team to facilitate access to shelter and humanitarian assistance, including amongst those who may not have formal land tenure document.
6. Plan and conduct stakeholder mapping for each relevant emergency hub, identifying relevant local and national actors relevant to land ownership and documentation;
7. Create and maintain a confidential database on cases of land issues flagged by field staff, including background, identity of claimants, existing means of proof, witness accounts, information from the authorities, agreements, decisions and any other relevant data.
8. Monitor preparation and draft of contracts, MOUs, lease agreements, use agreements and other documents that can increase security and clarity of tenure.
9. Provide guidance to IOM programs and staff to consult the land registry and equivalent Government databases, particularly at Woreda and Kebele level.
10. Regularly participate in inter-agency/national protection fora and monitor the protection needs of migrants, refugees and other affected communities and their systematic reporting and appropriate resolution particularly through specific and/or joint activities.
11. Liaise with both national and international partners in the area of protection, including the follow-up of existing partnership agreements in order to promote IOM protection activities and facilitating the implementation of ongoing activities and support developing of new areas of collaboration.
12. Perform such other duties as may be assigned
· At least five years relevant work experience in land administration for Masters degree holders; seven years for bachelor degree holders
· Excellent understanding of Ethiopian government affairs and the functioning of Federal, State, Zonal, Woreda and Kebele level institutions.
· Knowledge of the United Nations role, structure, coordination systems and cluster mechanism.
· Experience liaising with State administration institutions, government officials or courts.
· Experience in organizing and facilitating trainings.
· Personal commitment, results focused, efficiency, flexibility; ability to work effectively and harmoniously both in a team or on their own.
· Experienced and familiar with protection as well as other cross-cutting issues like age, gender, and diversity, disability, and environment.
