We are currently seeking qualified candidates for the position of Senior/Lead Technical Advisor-Governance for an anticipated Electronic Information Systems project in Ethiopia.
Project Summary
This activity is expected to improve the collection and use of high quality routine information in the health sector, contributing to improved quality, efficiency, and availability of primary health and nutrition services at all levels. The ultimate objective is to assist the Federal Ministry of Health (FMOH) - Ethiopia rollout electronic modular components required to create a robust health information system for analytics and decision making.
Primary Responsibilities:
· Provide strategic services related to enterprise architecture, IT governance, system selection and integration including developing blueprints, road maps, architecture, and governance models
· Advise on methods for data management infrastructure and analysis, including methods for querying relational databases, data warehousing, online analytic processing, cloud database storage and security, and data mining techniques.
· Manage projects involved with public health informatics and serves as a subject matter expert in the utilization and implementation of IT systems integrating infrastructure for health systems
· Collaborate and provide expert scientific advice to a variety of nation-wide and international organizations to synthesize and implement informatics policies and directions for future development.
· Collaborate with and provide technical advice to all organizational levels within FHI360 Ethiopia, as well as with various partner organizations.
· Research and evaluate state-of-the-art project-specific technical strategies and approaches and recommend updates and changes as appropriate.
· Assess the functions, limitations, opportunities and challenges of information technology, including specific software products, in healthcare and public health settings.
· Evaluate and assure system infrastructure compliance with laws and regulations applicable to managing patient information.
Essential qualifications and experience:
· Master’s in Health Information Systems, Medical Informatics, Software Engineering, Public Health, Computer Science, Management Information Systems or a related field and a minimum 5 years professional experience with proven track record developing and deploying electronic health information systems.
· Experience in developing IT governance, strategy, and architecture for multiple companies (preferably mid-market and enterprise organizations)
· Understanding of the Ethiopia health system
· Demonstrated experience managing the full software development life-cycle of mid- to large-sized projects (i.e. crossing multiple program areas and conflicting needs; requiring integration of multiple non-standardized applications or business process; and requiring complex reporting and communication at the agency and executive level) with minimal supervision
· Familiarity with medical language and classification systems.
· Knowledge of web/internet standards, hardware and software technologies and relational database technologies.
· Strong communication abilities, including communication with both technical and non-technical audiences.
Excellent written and verbal communication skills in English.
