Consultancy Service To conduct Capacity Building ToT, targeting trainers and managers/supervisors of General Wingate Polytechnic College, and focusing on discipline management, work ethics, decent work as well as gender mainstreaming
1. Background & Programme Objective
Since January 2017, VIS has been implementing a project titled “Job Creation for Potential Migrants in Addis Ababa” under the framework of Stemming Irregular Migration in Northern and Central Ethiopia, jointly with People in Need (PIN), Concern World Wide (CWW), and Organization for Child Development and Transformation (CHADET) in four selected sub-cities in Addis Ababa, namely Addis Ketema, Arada, Kirkos and Yeka Sub-Cities, (a total of sixteen woredas) The project has been financed under the European Union Emergency Trust Fund for Africa that has aimed at addressing the Root Causes of Irregular Migration and Displacement in Africa. It is managed by the Embassy of Italy in Ethiopia, in collaboration with various actors.
The project intends to foster a more inclusive economic environment across the region to improve the living conditions of potential migrants and returnees, with particular emphasis on youth and women. However, the intervention logic assumes that the reinforcement of productive value chains, access to economic stability, skilled labor, Public Private Partnerships (PPPs), Technical and Vocational Education and Training (TVETs) and future industrial production increase create employment opportunities that help to reduce the root causes and risks of irregular migration. In so doing, the project promotes the improvement of potential migrants and returnees’ living conditions through the reinforcement of existing value chains, cluster of enterprises, on the job training and capacity development of the selected beneficiaries from the vulnerable sub-cities and woredas,
The Overall Objective of the project is to contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women.
The Specific Objective is to establish inclusive economic programmes that create employment opportunities for potential migrants, returnees and refugees, especially women and youths, in the most migration prone regions of Ethiopia (Addis Ababa, Amhara, Oromia, SNNPR and Tigray) by strengthening the capacities of local Technical and Vocational Education and Training (TVET) providers and promoting public private partnerships (PPPs) in strategic economic clusters.
2. Objectives of the Consultancy Service
o To organize ToT and facilitate capacity building for trainers and managers/supervisors of General Wingate Polytechnic College, with emphasis on discipline management, work ethics, decent work, and gender mainstreaming. in the areas of training programmes design and workforce development.
o To support the provision of better quality skills trainings that address the needs of the labour market and thereby promote employment opportunities for potential migrants and returnees so as to reduce irregular migration.
3. Specific Duties/ Tasks
i. Develop the training programme and materials of the planned ToT to be conducted for four days duration in line with the SINCE programme goal, focusing on discipline management, work ethics , decent work, and gender mainstreaming.
ii. Prepare PPT presentations and the necessary handouts for the participants on the basis of the approved training contents.
iii. Conduct four-day training programme for a total of 24 trainers from Metalwork, Leather and Construction departments as well as Dean, relevant Vice Deans, Head of Administration, and Head of VGC in coordination with VIS SINCE Project team.
iv. Prepare a training delivery schedule with a detailed training materials and handouts for the participants;
v. The selected service provider needs to maintain the quality of the training as per the procedures and protocol of VIS;
vi. Conduct Pre and Post evaluation of the training; and
vii. Prepare and submit a detailed training report along with list and photographs of the participants.

4. Duration of the Assignment
The service provider shall consult and coordinate with VIS SINCE Project Manager and Officers to accomplish the assignment successfully. He/she needs to report on the progress of the assigned duties clearly indicated in the ToR.
The training has been planned to be conducted from December 15 to 16 and from December 22 to 23 and (on weekends) at a conducive venue arranged by VIS Coordination Office.

5. Reporting and Deliverables
o Training Contents and Schedule;
o PPT Presentations;
o Relevant handouts and reading materials; and
o Comprehensive training report along with supporting documents within five days after the completion of the training.
6. Eligibility and Selection Criteria
o Minimum of 5 years of experience in preparation of training materials, guidelines and manuals as well as conducting trainings of similar standards
o Knowledge and experiences in dealing with the issues of discipline management, work ethics, decent work, and gender mainstreaming.
o Knowledge and experiences of the TVET System in Ethiopia
o A consultancy firm/consultant that could provide evidences of successful accomplishment of similar assignment(s) in the last five years.
7. Payment Modality
The payment on the awarded contract will be made in Ethiopian Birr (ETB)) based on VIS financial rules and regulations that will be stipulated in the Service Contract Agreement and with due consideration of the proper achievement of the desired resultsLet Employers Find You
