GIZ- SDR Programme
Background
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives; and in Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Strengthening Drought Resilience (SDR) support Programme of GIZ was initiated in 2013 as a response to the Ethiopian Government’s appeal to end drought emergencies. Thus, SDR Program is closely linked to the Country Programming Paper (CPP) to End Drought Emergencies in the Horn of Africa and anchored in the over-arching Growth and Transformation Plan (GTP). This programme is implemented under the Ethiopian Ministry of Agriculture and Livestock Resources (MoALR), the respective decentralised bureaus and the GIZ.
The SDR-Programme of GIZ supports the Ethiopian government’s endeavours to strengthen the drought resilience capacity of pastoralists and agro-pastoralists in selected pilot areas in Afar and Somali regions, by allowing them to adapt their livelihood system to a changing natural and socio-economic environment context in order to get a higher and more secured income. For its SDR program activities, GIZ is looking, for a Team Leader SWC Engineer as per the detail below: -
Position: Team Leader SWC Engineer

Responsibilities:
· The team leader will be responsible for the technical guidance as well as the disciplinary supervision of the physical soil and water conservation team.
· He / she will be responsible for site selection, anchoring the physical soil and water conservation measures with the partners and communities and coordinate the respective technical backstopping and site supervision by the team.
· He / she will be responsible for the coordination of on the ground training implementation together with the national level capacity development advisor and prepare the sites and teams accordingly. Further he / she will coordinate the contribution to the documentation of knowledge products.
Tasks:
· At least annual performance review with the team based on annual targets (to be coordinated with the project manager at national level)
· Collect and compile regular work and mission plans and reports from the team, based on annual operational plan
· Plan and schedule all physical soil water conservation (SWC) activities on regional level in accordance with relevant project documents, standard operating procedures and conjunction with partner
· Report results according to the operational plan on a monthly basis to the M&E advisor and the project manager
· In cooperation with the federal level land rehabilitation and engineering advisor, coordinate and discuss site selection with the Woreda partners, compile results according to criteria in pre-site studies in coordination with the SDR area-based planning and livelihoods teams
· Quality check and approve development of designs, tender documents and BoQ by the team;
· Support the technical evaluation during the biding process with partners and the national level land rehabilitation and engineering advisor; coordinate setting-out of construction sites and site supervision.
· Coordinate the implementation of physical SWC measures by the team and the partners
· Coordinate regular site monitoring to check for quality and maintenance needs; initiate maintenance works as required
· Contribute to knowledge products (training manuals, technical briefs, lessons learnt etc.) in coordination with the federal team (knowledge management advisor, land rehabilitation and engineering advisor, federal capacity development advisor)
Competences:
· High managerial competence with regard to disciplinary supervision and work planning as well as construction logistics
· Knowledge of physical SWC measures for erosion control, vegetative soil and water conservation approaches
· Knowledge of the pastoral and regional land use patterns, challenges and actors in the implementation of the policies.
· High degree of initiative, integrity and accountability
· Capacity of team work with internal and external partners
· Good communication skills
· Willingness to travel frequently in the project region and to work under challenging conditions
Qualifications and Experience:
· Master’s degree in SWC engineering, civil engineer, natural resource management or similar;
· 5 years practical field experience of working with soil conservation and water resources management in arid and semi-arid low lands, in particular ability of study, design and construction of context-specific soil and water conservation measures in lowland areas like water spreading weirs;
· Experience with pastoral and/ or agro-pastoral communities in arid and semi-arid lowlands, preferably in Afar region;
· Understanding of impacts of environmental degradation and alternative natural resource management approaches.
