HELVETAS Swiss Intercooperation in Ethiopia has the following three vacancies in the programme management of its portfolio of projects. The programme evolved from a focus on agriculture and rural infrastructure (trail bridges and water supply systems) towards a broader programme including support projects for natural resources management, especially in marginal areas, capacity development of local governments, rural infrastructure interventions, mainly the trail bridge programme but also in sustainable WASH services, and education and skills development for youth in small towns as well as in refugee camps. Main Tasks:
The Deputy Director / Senior Expert Gender and Social Equity (GSE) acts as the Country Director in all matters related to country programme management in the absence of the Country Director. The Deputy Director will be assigned a dynamic portfolio of projects and is responsible for oversight, follow-on, donor relation management and prospecting. In addition, she supports the HELVETAS programme in (a) anchoring the GSE Strategy in the country programme, ensuring it is understood by all staff, and with priority areas for further development identified on an annual basis (b) mainstreaming gender in the programmes and projects, and where necessary capacity built in partner organisations, thus ensuring that HELVETAS is known as a gender sensitive, socially inclusive organisation and (c) leading learning across the projects and facilitating knowledge exchange with stakeholders and partner organizations.
Qualification, experience and essential skills:
Master’s Degree in Social Sciences with at least 10 years relevant experience in development cooperation, of which 5 years in a (senior) management position in development cooperation. Sound knowledge and experience in PCM including outcome-based M&E systems. Coaching and mentoring of other professionals on gender mainstreaming and budgeting. Proven experience in leading strategic gender sensitive planning and budgeting processes. Track record in networking and policy dialogue with government and external support agencies. Excellent English writing skills. Strong motivator and mentor/coach with good reporting and writing skills (English). Result-oriented personality meeting deadlines with conceptual and analytical strength. Possessing a clear goal orientation combined with pragmatism and able to work in teams as well as independently. Strong competence in intercultural and gender sensitivity communication (in particular good listener and advisor).
