The Public Health Advisor shall provide technical support and build the capacity of the primary health service and health extension program Directorate and provide advice to the Director of Health Extension Program and the Primary Health Services Directorate. S/he will provide technical support to FMOH and regions in which USAID Transform: Primary Health Care Project is working in the areas of Primary Health Care. The Advisor will help to forge strong partnerships with other like-minded partners to build their capacity and ensure the provision of high quality standard technical assistance MOH and RHBs.
Under the guidance, supervision and coordination of the HE&PHS directorate director, s/he would be responsible for the specific initiatives and activities needed for Health Extension Program and Primary Health Services implementation.
The public health advisor will carry out the following specific tasks;
Develop manuals, guidelines and implementation plan for Health Extension Program Optimization and revitalization and PHCU reforms
Assist the team in supportive supervision, inspection and reviewing of the Health Extension Program and primary health care.
Create capacity within the FMOH at the Health Extension Program and Primary Health Services Directorate as well as other relevant Directorates while working within the team, organizing seminars and discussion sessions as required
Assist the implementation of second generation health extension program.
Provide technical support for the pilot and scale of implementation of clinical guidelines
Assist all activities related to the HSTP agendas: Woreda transformation, information revolution, equity and quality, and caring, respectful and compassionate health work force which includes integration of advocacy workshop, trainings, validation of measurement, documenting best practices and lessons learnt.
Support the rollout of Women Development Army (WDAs) level I competency trainings, revised and adapt the criteria for model household, model kebele and model woreda.
Support the implementation of school health and nutrition program
Assist the implementation of health center- Health Post linkages through Primary Health Care Units Performance Review meetings and capacity enhancement workshops
Assist the implementation and revision of health center reform (EHCRGs) and Key Performance Indicators, Ethiopian Primary Health Care Alliance for Quality (EPAQ).
Assist the scale up of woreda and facility level reforms and management tools
Participate in the development of Essential Health Service Packages, and Health Post Management Standards.
Contribute for the development of Integrated Refresher Training Manuals for Health Extension workers
Perform other related activities as given by the Health Extension Program and Primary Health Services Directorate Director or Coordinator and Transform Primary Health Care as needed.
Master’s Degree in Health Sciences or health related disciplines preferably Public Health
A progressive experience in public health program for at least 7 years.
Have prior work experience in Primary Health care focused on increasing access and use of health services, promoting evidence-based best practices for improving the quality of PHC interventions is required
Proven experience in development of training materials, manuals and guidelines
Experience in providing training and capacity building activities
Good analytical and report writing skills
Proven ability to work and interact with people from diverse social, professional and cultural backgrounds
Good computer skills and knowledge of data analysis will be advantageous
Strong oral and written communication skills and fluency in both Amharic and English.
