In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Job Summary:
You will provide technical advice and support to a range of program design and implementation issues in the area of community engagement and capacity strengthening of DFSA community structures in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Job Responsibilities:
· Support the development and contribute to the implementation of strategies, standards, tools and best practices (from partners, donor, and government) that effectively engage and strengthen local community structures established through the DFSA. Help ensure a cross-sectoral approach integrating gender and protection mainstreaming into community engagement.
· Support capacity strengthening initiatives in community engagement for staff and partners through development of training/implementation strategies and agendas/curricula, conducting trainings and workshops, and coaching.
· Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
· Support initiatives/innovations through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
· Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the community engagement/local community structure capacity strengthening learning agenda.
· Contribute to maintaining relationships with donors, peer organizations, research and other institutions, participate in forums in the area of local community structure capacity strengthening to collect and share best practices and promote CRS’ work.
· Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partners.
Typical Background, Experience & Requirements:
Education and Experience
· Master's Degree in Social Sciences, International Development, or field(s) related to local community structure capacity strengthening preferred.
· Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in community engagement and local community structure capacity strengthening.
· Knowledge of technical principles and concepts in community engagement and local community structure capacity strengthening. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
· Knowledge of capacity strengthening best practices.
· Experience with program monitoring and evaluation and analysis.
· Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles
· Proficient in MS Office packages (Excel, Word, PowerPoint), knowledge-sharing networks.
Personal Skills
· Analysis and problem-solving skills with ability to make sound judgment
· Good relationship management skills and the ability to work closely with local partners
Required/Desired Foreign Language: English and Amharic, Afaan Oromo is also preferred
Travel Required: Some travel within Ethiopia (at least to 30% to program DFSA woredas)
Key Working Relationships:
Supervisory: N/A
Internal: Head of Programs, DFSA Chief of Party, DCOP for Programming, all Country Program staff, Regional and Headquarters technical staff.
External: Officials at USAID, government organizations, partners, representatives from for-profit and other non-profit organizations, representatives of non-traditional public donors including UN, World Bank, and others, and relevant GoE stakeholders.
