It is imperative that the enabling environment for the clean cooking sector is strengthened for an effective and conducive on policy, institutional and other regulatory aspects. This includes efforts for coordination among various actors in the government and outside and for consistency in policies and programmes across different products are under the jurisdiction of different government ministries or agencies.
In view of this need for strengthening the enabling environment, SNV with the financial support from the Netherlands Enterprise Agency (RVO) developed a project called ‘Strengthening the Enabling Environment for Clean Cooking (SEECCS)’ project, which is in its implementation phase after successfully accomplishing the 6-month inception phase. The project anticipates that the clean cooking sector in general and ICS sub-sector in particular, will develop a robust system to bring about public-private partnership and ultimately benefit the majority of Ethiopian poor family members, particularly women and children who are suffering from indoor air population, perennial drudgery and lately increasing climate change effects.
The objective of the project is ‘to strengthen the enabling environment of clean cooking sector of Ethiopia with interventions around organizational and institutional capacity development and sector facilitation, including for Improved Cookstoves, biogas and bio-fuel’’.
Objective of the assignment
The objective of this assignment is to develop procedural, administrative and legal documents for establishment of the “Ethiopian National Alliance for Clean Cooking”. The legal consultant will identify all relevant documents required for the establishment of an alliance by the Ethiopian Charity and Societies Agency (ECHSA) and prepare them as per the agency’s guidelines. The documents to be developed by the consultant are expected to support formation and successful operation of an alliance which is impartial and legally autonomous.
