ROLE PURPOSE:
The SRH Program Manager will be responsible for the successful implementation of the SRH projects under North hub. This will include overseeing the project manager and coordinators in different field offices and the local civil society organizations that have sub awards for implementation of the community based components of the EU-SRH project. The SRH program Manager will also ensure proper projects operations in a timely fashion as well as reporting to and liaising with EU delegation Mission to Ethiopia and Save the Children Members on all projects, administrative and regulatory issues. The SRH program manager will advise, liaise with and update regional and federal government officials.
KEY AREAS OF ACCOUNTABILITY:
Leadership and program Management
· Serve as a senior technical go-to person for SRH sub-theme of health programs and represent SCI at various national forums.
· Directly lead and manage the SRH Awards
· Have overall technical responsibilities for the rest of the project team, ensuring their respective line managers are also fulfilling their management responsibilities.
· Lead the sub grant process with partner organization and other stakeholders.
· Ensure quality technical implementation of the SRH projects.
· Work with project staff in Woldia, Dessie, Sekota and Chifera and Save the Children technical specialists to identify the technical support needs of the project and ensure this support is provided.
· Ensure approved program deliverables are achieved according to the contractual requirement of the donor i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements.
· Regularly update detailed annual and periodic work plans with project implementation and ensure this is used by the whole project team to monitor project progress towards completion.
· Provide overall technical, strategic, planning, financial and monitoring and evaluation guidance to the project teams in four field offices and partner organizations.
· Ensure timely reporting to SCI members and the donors as per their monthly, quarterly and annual requirements.
· Stay technically up to date in these areas in order to inform the project implementation.
Partnership Management
· Take the lead responsibility for co-ordination of partnerships and networks that support and progress the agreed objectives.
· Ensure effective joint working with partnerships are maintained and functioning properly as per signed contract agreement with partners
· Ensure the project has approved government agreements and adheres to government reporting requirements in a timely manner. Liaise closely with the field project managers in this regard.
· Undertake advocacy with Government partners and officials as well as donor representatives and other external visitors. In particular ensure there is a system for networking and communication with local government partners, relevant line departments and community representations in the project area(s). Be able to clearly explain project activities and objectives, related policy issues and the project’s contributions to wider Save the Children goals and objectives.
· Establish protocols for communication and management arrangements with the field offices with regard to this programme. Ensure the field offices are copied into donor and government monitoring reports to facilitate their area reporting and co-ordination roles.
Budget Management/ Budget Holding Responsibilities (two projects)
· Ensure that budget for the two projects accurately reflect anticipated costs of planned work at all times.
· Ensure that the budget is entered into Agresso (Financial Management System), mapped to the budget coding (account, Cost centre, Projects, DRC and DEA) within ONE month of the award being activated.
· Ensure the financial records relating to the SRH projects budget /s are accurate and in line with policies and procedures set out in the Finance Manual
· Ensure expenditure is authorized in accordance with the budget authorization procedures within the scheme of delegation (SoD)
· Monitor, analyse and report significant variances between budget and actual expenditure
· Keep a record of all committed costs and not allow procurement of goods and services
· Ensure to get prior approval from the Member (and/or donor) for incurring costs on any individual budget line which are more than budget line flexibility as per Fund Summary and review with Awards Unit for variations above the costs budgeted for that line item and flexibility limit.
· Prepare programmatic and financial reports for SCI Members, EU, government and Save the Children as required, ensuring these are of a high quality and submitted to the Grants Liaison Unit in a timely manner. Be fully aware of the grant compliance regulations for EU.
· As primary budget holder for these projects, be responsible for the overall management and the revision of a realistic budget, authorizing and monitoring expenditure in line with the budget and donor guidelines, Save the Children grant management and financial guidelines and SoD.
· The post holder will need to ensure all sub-grant holders are also fulfilling their budget holder responsibilities.
· Highlight and prepare, together with the award unit, documentation for any project modifications, amendments or extensions which require donor and/or Government consent and approval. Ensure such changes are made in close consultation with the Project Managers, Award and Finance staff and all relevant project staff and senior managers.
Proposal & budget development
· In close coordination with PDQ Health and Nutrition team and POD, participate in SRH program proposal process led by Programme Development and Quality department
· Working with PDQ health and Nutrition team and the Programme Operations Director, participate in conceptualizing and designing cost effective, innovative and high quality SRH programs to serve difficult to reach children
Staff Management, Mentorship, and Development
· Play an active role in hiring new staff at the beginning of the project and during implementation if necessary.
· Oversee the hiring of consultants (short and long term) and ensure EC requirements are fulfilled.
· Ensure and manage appropriate staffing within area of responsibility
· Ensure all direct reporting team have accurate and up –to- date JD
· Sets standard and agreed performance objectives for all direct reports
· Conducts midterm performance review at midyear for direct reports
· Conducts end line performance evaluation for direct reports, documents and submits to HR
· Ensure all new recruited staff gets Fraud, SS and Child safeguarding training and monitor the progress
· Ensure staff submit accurate time sheet on monthly basis on time
· Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts
· Manage the team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
· Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
· Ensure the appropriate induction, training and follow-up needs of all project staff are identified and planned for with the Area Operation Managers, the field project managers and the Human Resource Manager. Key areas to consider include: grants management systems, particularly EU regulations, Save the Children logistics and security guidelines and any other relevant management, monitoring and evaluation procedures/guidelines
· Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up
· Provide technical support to the projects staffs
· Perform any other activities based on Line manager’s assignment
High level technical knowledge:
· Master’s degree in a related field (Demography, Public Health, Nursing etc).
· At least Seven years of experience with international organizations, donors or institutions
· At least two years’ work experience in EC project particularly in ASRH area
· High level technical demonstrated Skills and Competency in the areas of Gender and Sexual Reproductive Health
· Strong analytical and conceptual skills and the ability to think and plan strategically
· Understanding of social relations and commitment to integrate gender, diversity and other power related issues into programme activities
· Report writing skills in English, including demonstrable capacity in proposal writing
· Experience of working collaboratively with local and national government; consortium members; partners
· Thorough understanding of health systems and issues at national and district level
· Excellent communication skills and the ability to lead, train and motivate a team
· Experience of and commitment to participatory and consultative management practices
· Experience of and commitment to capacity building of staff
· Proven experience in providing technical assistance to government departments at various levels National, Regional , Woreda.
Desirable:
· Excellent technical knowledge of SRH, adolescent health, HTPs and working with youth groups.
· Specific experience of working with EC funded programs
· Strong experience of monitoring and evaluation
