DEVELOPMENT OF HEALTH CENTER AND HOSPITAL PROTOCOL
Background
A set of context specific evidence-based national Quality of Care standards and protocols for quality of care are the backbone of efforts to make improvements in the health of mothers and newborns. The protocols Ministry wants to revise were published (2010 for the hospital and 2014 for the health center protocols) and a number of developments have happened globally and nationally in the area of MNH care. It is with this justification that the MOH, MCH directorate is planning the revision of these important documents, first prioritizing the hospital protocol. The protocols on management of selected obstetric topics (for hospitals and health centers) are instrumental in standardizing the approach to MNH care, improving quality of service delivery and ultimately saving the lives of mothers.
To this effort JSI L10K2020 as health systems partner to MOH with focus on RMNCH will provide its input though its technical staff to this undertaking as member of safe motherhood technical working group. In addition L10K2020 will as well be hiring a consultant who will be based at MOH RMNCH directorate to providing support in the work the safe motherhood technical working group expertise will be doing to revise the protocol. The work will include among others, organizing the technical working group meetings, laying out the detailed schedule of the process, ensuring the time line are adhered, putting together the different inputs from the technical working group in to the revised document and all logistical arrangement are put in place for the smooth conduct of the revision process JSI L10K2020 is looking for a well experienced consultant to support this effort.
Objectives
· Review relevant global/national documents and recommendations on MNH care to identify current updates on evidence based, high impact interventions for consideration in the protocol revision
Responsibilities of the consultant
Primarily, the substance of the revision will come from the TWG which includes the academia, service practitioners and partners. The consultant major responsibility will be to take full time commitment to facilitate the work in terms of
o Developing detailed activity plan/milestones,
o Monitoring the milestones,
o Properly recording TWG inputs and compiling,
o To identify important resources for reference in consultation with MOH and member of Core Teams
o To prepare desk Review and other pertinent information sources
o Assists with the final write up including proper editorial and formatting of the document
Deliverables
· Meeting notes from working group
· Workshop proceedings
· Detailed planning document for the document preparation(timeline)
· Formatted and edited final draft protocol
· Basic degree in social science, language and literature health with public health specialization
· A practical experience in developing training materials, guidelines and tools for reproductive, maternal, new-born and child health programs
· Minimum of 10 years’ experience working in the Ethiopian health system
· Preferably prior experience as a consultant in development of similar documents
· Excellent report writing and communication skills
· Excellent coordination and writing skills
· Willing to work off regular hours and travel outside of Addis for workshops
Duration of consultancy: Three months
Place of work: Ministry of health RMNCH department with the maternal health team
