ROLE PURPOSE:
The Project Manager- EHF FSL Project is responsible to oversee the overall implementation of EHF Project in the three woredas indicated above. S/he will engage in project planning and management, budgeting and budget management, working with implementing partner organization and other relevant local organizations, and ensuring proper documentation of information, data, experiences and lessons learnt. S/he shall provide consistent and strong technical support to the implementing partner, and organize targeted experience sharing visit among the implementing partners in Gedeo and Guji areas. S/he will be accountable for reporting and the day to day communication with the SCI FO at Hawassa & SCI CO in Addis Abeba (as required) related to the implementation of the project.
JOB SPECIFIC ROLES AND RESPONSIBILITIES
KEY AREAS OF ACCOUNTABILITY:
Project development and management
· Develops feasible project implementation plans, including project budget.
· Follow up of the selection process of project beneficiaries for the project services.
· Develop monthly cash disbursement plans & ensure appropriateness & timeliness of cash transfers to beneficiaries
· Ensure timely procurement & distribution of crop seeds to target beneficiaries
· Follow up MOU Signing with private vet pharmacies for voucher based veterinary services
· Handle the communication with CAHW for vet services
· Timely preparation of vouchers
· Follow up timely implementation of project activities as per the project implementation plan in the project document & handle timely review on the same as necessary
· Provides quality technical support to SCI staffs, partners in the course of project implementation.
· Makes regular follow-up of the implementation of the activities in each of the three Woredas.
· Identifies critical issues in the implementation of the project and takes the necessary actions to address problems and constraints.
· Undertakes regular supportive supervision and (joint) monitoring to ensure proper and efficient implementation of the project activities.
· Prepares quality periodic reports (complying with the donor’s reporting format).
· Facilitates and ensures strong community participation in the implementation of the project.
· Initiates and facilitates linkages, coordination and integration with other similar or related programmes/projects.
· Serves as the technical focal person for both internal and external actions as it pertains to the project
Budgeting and Budget Management
· Prepares monthly & quarterly project budgets.
· Follows up on budget utilization and project budget expenditure.
· Makes periodic project budget revisions.
· Facilitates Cash transfers to target beneficiaries on timely basis.
Partnership and Capacity Building
· Facilitates communication and interaction between the target communities, local government authorities and SCI as necessary.
· Closely work with FSP in the areas for timely cash transfers
· Facilitates and supports the field level project officer & facilitators to work closely with partner NGO staff in the course of project planning, implementation and monitoring.
· Maintains regular communication and interaction with partners to facilitate and promote learning and information sharing between SC and other relevant stakeholders.
· Organizes experience sharing forum
Documentation, Learning and Advocacy
· Ensures proper documentation of experiences and lessons (including pictures and video documentation) learned in the course of project implementation
· Organizes and properly maintains database and information related to the project.
· Facilitates and participates in studies and reviews related to the project
· Participate in the recruitment of FSL Project Officer and facilitators, undertake studies, reviews, development of cash based intervention guidelines etc.
· Facilitate and ensure dissemination of information and study/review
· Provides information/inputs to be used for SC information and communication materials.
· Undertakes advocacy activities within the advocacy strategy of SCI in Ethiopia.
Collaboration and Networking
· Facilitates and enhances SC’s active involvement in cash program networks and forums.
· Facilitates the establishment of links and good relationships with relevant government offices/authorities.
