The Population Council conducts research to address critical health and development issues. Our work allows couples to plan their families and chart their futures. The Population Council - Ethiopia is implementing a 3 1/2 - year project entitled “Biruh Tesfa for All” in Addis Ababa, Bahir Dar, Hawassa and Shashemane. The project is funded by the UK’s Department for International Development (DFID) under the Girls’ Education Challenge (GEC)/ Leave No Girl Behind (LNGB) initiative.
The Population Council seeks to procure the services of a local IT firm to develop a management information system (MIS) for the Biruh Tesfa for All project over a period of three months. The MIS will be used to collect project data (starting from households, safe spaces[1] and community level), transfer data to a central server/database to store and use for further statistical analysis.
· A tablet-based Android application to be used for data collection by the Population Council
· A Windows-based solution to be installed centrally at the Population Council’s office. The solution should be able to load data from the Android based data collection application and merge and store the data in a central database for further use.
· Provide training to users on both the Android application and the Windows based solution.
Bidders should have strong background and skills in the following key areas:
· 3+ years experience developing Android application.
· 3+ years experience in developing windows desktop or web application in any of these languages: C#, VB, .NET, VB.NET, JAVA, Python, PHP, JavaScript.
· Proficient with programming in Java, VB, C# or .NET
· Proficient with data development using MS SQL, MS Access or My SQL.
· Experience with XML and Jason data manipulation.
· Experience developing system application based on data distribution and data synchronization.
· Developing and putting in place an IT solution that works offline that can transfer data to shared folders such as OneDrive or SharePoint.
· Developing a tablet-based Android application in Amharic.
Desired Skill· Experience with OPEN Data KIT (ODK) data collection tool or Nvivo (highly desirable)
· Experience with Excel, SPSS, STATA, R, Python.
· Qualitative data analysis techniques including the use of software such as ATLAS.ti, Open Code or equivalent.
