Senior Grants Manager
Ethiopia–Data Use Partnership (E-DUP) seeks to recruit a highly qualified Senior Grants Manager. E-DUP is a partnership led by Ethiopia’s Federal Ministry of Health (FMOH) to enhance collection, aggregation, and use of high-quality data including routine health information at different levels to achieve FMOH’s Information Revolution agenda as stated in the Health Sector Transformation Plan.
Description
The Senior Grants Manager will be based in the Addis Ababa, Ethiopia and works closely with the E-DUP team. The position holder will spend significant time working with local Universities and provide support to Grant/Contracts management activities and will regularly engage with the Universities and other key stakeholders. Duties will include participating in the preparing and reviewing subgrant budgets, assessing the subgrants financial and contractual capacity, negotiating final terms and conditions for subgrants in compliance with JSI and donors policies.
Responsibilities:
The Senior Grants Manager works under the supervision of the Project Director to carry out a range of activities to support the grants management activities. The Senior Grants Manager works closely with members of unit, Operations, Finance & Admin Director, Project Director and Technical Teams to maintain financial oversight over projects and to ensure compliance with donor requirements and JSI policy.
The Senior Grants Manager closely coordinates with the HO backstop Finance & Operations team to ensure compliance with donor’s requirements and JSI policies and procedures on grants management.
The Senior Grants Manager will be the point person in-country for project grants management and administration with a focus on institutional strengthening. S/he will provide support which includes, but is not limited to:
Grants Management:·
Assist in management of Grants/Contracts from start-up and implementation, through final closeout in coordination with US-based Finance and Operations Manager;
· Ensure thorough familiarity with Grant/Contract award documents and applicable rules and regulations, and monitor compliance with Grant/Contract terms and conditions;
· Review subgrantees work plans, reports, and other deliverables to ensure that they meet Grant/Contract award requirements and work with subgrantees to improve reporting and performance;
· Identify needs among local grantees for capacity building, focusing on supporting grantees’ ability to understand and apply donor funding regulations, budgeting, standard accounting, and financial management practices, as well as project management capacity including work plan monitoring, donor regulation compliance, and reporting to donor;
· Participate in developing manuals and tools to train and monitor subgrantees;
· Assist in identifying issues in grants scopes of work and/or budgets necessitating award modifications throughout the life of the grant/contract awards, and draft necessary modifications, justifications, and other supporting materials;
· Conduct detailed monitoring and analysis of subgrantees performance and update the project team of progress, challenges;
· Actively cultivate an excellent and mutual relationship with the subgrantees;
· Create and maintain documentation on processes and procedures related to management of grantees;
· Maintain and update the subcontracts database.
· Participate in other grant and finance activities as needed and as requested by her/his supervisor.
Financial Management:
· Perform functions of financial administration and reporting to include, but not limited to: preparation and timely submission of sub-grantee's reports, development, and adjustment of associated budgets, coordination of budgeted funds;
· Support sub grantees in reviewing and approving financial and narrative reports; and ensuring that sub grantees manage and track expenses against approved budget;
· Review financial reports and grantee expenditures for allowability, using financial software to track expenditures, and managing funds disbursement to grantees;
· Follow up with individual grantees not meeting content or timing of reporting requirements to confirm appropriate assistance and/or next steps;
· Perform review, analysis, and reconciliation of accounts and cost centers. Ensure the generation of timely and accurate financial statements;
· Ensure financial tracking system for analysis of accruals, actual, burn rates, and tracking of spending against budgets is current and accurate.
Grantee Capacity Strengthening
· Assist to identify technical assistance needs and develop capacity strengthening plans for grantees within portfolio;
· Assist in organizing grantee technical assistance and/or trainings in areas including finance, operations, compliance, organizational development, technical programming in the project’s 6 focus areas, and/or monitoring & evaluation;
· Travel to conduct regular site visits for award management, finance and operations, review of financial documents and/or donor compliance;
· Conducts financial reviews in coordination with the US – based Financial & Operations Manager.
· Participate in the development of institutional capacity building training curricula, other tools, and materials for regional and in-country technical events such as assessments, workshops, trainings, etc.;
· Provide training and technical assistance to grantee staff on project database reporting requirements and procedures.
Qualifications:
· Bachelor’s degree in Accounting, Finance, Business Administration or related, Master’s degree in related fields desirable.
· Minimum of 7 years’ professional experience in grants management and/or finance preferably with international projects.
· Demonstrated interest in and experience in organizational or individual capacity building and/or training.
· Knowledge of granting procedures, from grant start-up, award management, to close out.
· Competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
· Excellent computer proficiency, particularly in MS Excel and Accounting & Financial systems (QuickBooks) and Google applications (Gmail, Drive)
· Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members.
· Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision.
· Strong time management/task prioritization skills.
· Excellent oral and written English communication skills.
