GIZ - Support to Participative Integrated Land Use Planning and Policy
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes. In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian government and international donors. GIZ Ethiopia is looking to recruit an Advisor on Land Use Planning and Policy for Support to Participative Integrated Land Use Planning and Policy (SPILUPP) Project specified below.

Summary of duties and responsibilities
The Advisor on Land Use Planning and Policy will report to the GIZ-SPILUPP Project Manager.
The main duties will be:
· Main contact person within the project to support and advise on land use planning
· Support GIZ partners with LUP related activities and backstopping their LUP activities to further build capacity
· The improvement of the institutional framework through participation in the dialogue on land use planning
· Communication and networking with all other relevant stakeholders
Tasks:
I. Land Use Planning and Policy
· Develop a coordination concept that will create effective management and coordination structures for the NILUPP Bureau;
· Conduct workshops and trust building exercises;
· Support an analysis of existing laws, policies, implementation regulations and guidelines;
· Review and recommend possible reforms of the institutional framework based on the analysis of existing legal land use planning frameworks at federal and regional level with following principles in mind:
· Support activities in relation to land consolidation
II. Communication and Networking
· Assists in and/or carry out other tasks given by the Project Manager as assigned
Required qualifications
· Master’s degree from an accredited college or university in Land Management and Planning or related fields;
· Minimum of 5 years of relevant work experience in advisory services in an international or national organization that has allowed exposure to a range of agricultural development programs and land use planning initiatives;
· Competence in handling GIS software, in particular Quantum GIS (QGIS), and able to interpret and process satellite pictures (Sentinel, Landsat, Rapid Eye);
· Willingness to live and work in Addis Ababa and travel often to various regions and field sites;
· Familiarity with bureaucratic requirements of regional governments;
· Good communication skills, in both written and oral English and Amharic;
· High degree of initiative, integrity and accountability;
· Good general computer skills (email, word, excel);
· Good interpersonal skills and team spirit;
