VIS-Volontariato Internazionale per lo Sviluppo is an International NGO based in Rome, Italy and accredited by Charities and Societies Agency of Ethiopia as a Foreign Charity. VIS operates programmes of internationalco-operation with particular focus on education, technical and vocational training, social inclusion of vulnerable groups; development of local communities; as well as sensitizing the Italian public on issues of solidarity, human rights and the right to development.
VIS Ethiopia is seeking a candidate for the post of Job Placement Officer (JPO). The JPO will be working in the project titled: “DEAL - Development of Innovative Employment Oriented Schemes and Active Labor Market Measures to Increase Livelihood and Decent Work Opportunities for Vulnerable Youth and Women at Risk of Irregular Migration in Tigray”, funded by the European Union an managed by the Italian Embassy.
Brief Description of the Project:
Overall Objective: To contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women.
Outcome: To establish inclusive economic programs that create employment opportunities for potential migrants, returnees and refugees, especially youths and women, in Tigray by strengthening the capacities of local Technical and Vocational Training providers (TVET) and promoting Public Private Partnerships (PPPs) in strategic economic cluster.
IO 1: Improved access of beneficiaries to TVET and employment opportunities through the promotion of partnerships among TVET service providers and the private sector leading to the delivery of innovative TVSD programs and pilot active labor policy schemes.
IO 2: Improved capacity of selected industrial clusters to create additional job opportunities with a special focus on the promotion of decent work.

Target Groups: 2500vulnerable unemployed and inactive youth at risk of irregular migration in 4 Woreda (Mekelle, Wukro, Atsibiwomberta and Raya/ Alamata).
Main Duties and Responsibilities of JPO include, but not limited to, the following:
· Support the SINCE Project staff to facilitate the implementation of the project effectively and efficiently;
· Provide all the necessary support to the college deans involved in the Project to ensure the implementation of short term training courses and apprenticeship in accordance with the TVET set quality standards;
· Actively follow up and support the beneficiaries to properly attend the short-term trainings courses and apprenticeship ;
· Actively participate in the development and implementation of weekly and monthly action plans for the training program;
· Maintain and up-date trainees’ and apprentices’ records in confidentiality;
· Conduct regular monitoring using the project tools and produce monthly progress report on the training program and apprenticeship ;
· Facilitate the placement of TVET trained beneficiaries in relevant private companies, clusters and MSEs through creating smooth working relationships with private companies ;
· Contribute to revision and updating of data to generate accurate and up-to-date information;
· When needed maintain regular contact with relevant international and local NGOs as well as government offices in order to establish good networking and partnerships so as to enhance current and future development endeavors.
· Carry out any other duties that are related to the position.
Essential Qualifications, Skills and Abilities required:
· First degree or further qualification preferably in education, psychology, sociology, vocational management, vocational education ;
· At least two years of work experience in NGOs or in similar positions in the areas of TVET, local development, promotion of partnership with private sector, youth employment, women empowerment, migration, or education will be considered as an asset;
· Excellent personal and public communication and negotiation skills with all
types and levels of stakeholders;
· Ability to take the initiative, multi-task, prioritize work and meet deadlines;
· Proactive and self-motivated;
· Willingness to travel and work long hours when necessary;
· Ability to maintain a high degree of professionalism in the face of highly
emotive and stressful situations;
· Very good language skills (English , Tigrigna and Amharic are mandatory)
· Very good report writing skills.
