JOB SUMMARY
ROLE PURPOSE:
The post holder will be expected to provide high level strategic development of the Supply Chain function for the provision of essential humanitarian supplies of Health, WASH and ESNFIs through timely and cost-effective procurement and response mechanism through a consortium led project.
Save the Children is the lead agency of the consortium with includes World Vision (WV), Action Against Hunger (AAH) Norwegian Refugee Council (NRC) and hereafter referred too as SWAN. The overall objective of the project is to contribute towards saving lives, reducing suffering and increasing human dignity for people affected by displacement in Ethiopia.
SWAN will establish a Supply Chain structure and accountable mechanisms that will be complementary to the consortium partners activities in Ethiopia, creating improved agility, robust procurements and pipelines with a central warehouse in Addis Abeba. The role of the Supply Chain Manager is core to the success of the project and will provide a high level of management and strategic development to ensure that all partners, including Save the Children meet their contractual comittments, adhear to all Supply Chain Standard Operating Procedures (SoP’S) and the SWAN Operating Manaual. The post holder will require extensive stakeholder and networking management skills together with a high level of technical ability in Procurement and Supply Chains to deliver on the projects mandate.

KEY AREAS OF ACCOUNTABILITY :
Support the Delivery of Consortium Sourcing Strategy:
· Under the direction of the SWAN Program Manager and in coordination with the consortium Supply Chain focal points, create a robust process that enables the projects supply chains to deliver on all required supplies and services
· Manage suppliers professionaly and proactively, providing feedback to improve performance and leading periodic review meetings with all procuring partners
· Implement new systems and tools ensuring that are fully utilised throughout the project, providing high level strategic direction and support
· Provide procurement advice and support within Save the Children and across the consortium members and ensure learnings from all members is captured and disseminated
· Ensure timely and efficient transport of all supplies in coordination with consortium Supply Chain focal points, and all reporting and tracking systems are in place and fully utilised
· Deliver management information reports summarising key trends in performance of ALL consortium partners.
Professional and Efficient Supply Chains:
· Continual development of the Procurement, Warehousing and Distribution platform for SWAN for the implementation of EHF Supplies Project.
· Develop and build strong Supply Chain coordination with consortium members and focal points within the Supply Chain function, key decision makers and understanding of their internal processes and policies to meet the project needs.
· Develop and manage procurement tracking tools that includes procurement plans from consortium members, pipeline information and all financial commitments.
· Continual development and implementation of all SoP’s for the Supply Chain function within the project; ensuring all consortium member’s policies are up to date and annexed for inclusion within the EHF Operation Manual.
· Ensure in coordination with Save the Children’s Health Team that for all international procurement through UNOP’s for health items and that Service Level Agreements (SLA) meet Save the Children’s and consortium standards and objectives.
· In coordination with UNOP’s Supply Chain, ensure all processes are in place for receiving supplies in-country in readiness for storing and distribution
· Create and manage warehousing options for NFI/WASH/Medical Supplies in Addis Ababa for the consortium, securing long-term premises that meet the project’s requirements.
· Support the development and management of a warehousing tracking system that is accessible to all consortium members, has capability to expand, can be mobile and meets compliance and donor regulations.
· Develop a clear reporting structure for the consortium on all procurement, warehousing and distribution activities.
· Periodically assess the Supply Chain risk assessment to ensure mitigation measures are updated and consortium members can continue to support each other to ensure timely delivery.
· Ensure Value for Money (VfM) is achieved through competitive and transparent procurement processes considering quality, availability, transport and storage costs.
Other:
· While the majority of the work will be carried out in the Addis Ababa office, he/she will be required to make support visits to consortium and field offices
· Responsible for all Procurement and Supply Chain audit requests, internally and externally
· S/he will be required to carry out inductions with staff on aspects of their roles and areas of expertise
· S/he will be required to represent Save the Children in procurement related seminars or workshops
· S/he will be required to provide technical support to implementing partners and consortium members
· As a member of the Operations/ Supply Chain team, S/he will work collaboratively with the team members to ensure good coordination, communication and planning.
Child Safeguarding:

· Holder of a Degree in Procurement and Supplies Management or equivalent qualifications
· Diploma in Procurement & Supply Management from the Chartered Institute of Procurement & Supply (CIPS-UK), or a comparable professional body
· Holds recognised professional qualifications obtained through a company or organisation that demonstrates suitability for the role coupled with extensive experience.
Strong preference will be given to candidates who can demonstrate clear learning and training qualifications within the Procurement/Supply Chain sector either commercial or non-governemental
EXPERIENCE AND SKILLS
Essential:
· 5-7 years of INGO international experience in Supply Chain Management, within a complex/large scale development country programme and in humanitarian responses.
· Experience in all technical areas of procurement including tendering, supplier management, contracting and performance management
· 5-7 years’ experience of working in a consortium framework, with networking and diplomacy skills.
· Experience in contract management and MoU’s to support consortium program activities.
· Experience of building and implementing systems that meet operational requirements.
· Ability to synthesize and analyse complex information, and make clear, informed decisions.
· Experience of advising senior leadership and support, including strategic development.
· Ability to build relationships quickly with a wide range of stakeholders both internal and external
· Excellent planning, management and coordination skills, with the ability to organise a substantial workload to meet the ambition of the project’s scope and diversity.
· Strong communication (written and spoken), and interpersonal skills in English and Ahmaric
Desireable:
· Masters degree in Supply Chain Management or equivalent
· Procurements under major institutional donors (USAID, ECHO, DfID, UNHCR, UNWFP)
