Mercy Corps has been operating in Ethiopia since 2004, working in rural, peri-urban and urban areas in five regional states - Somali, Oromia, Afar, Southern Nations Nationalities and Peoples, Amahara - and the capital city of Addis Ababa. Position Title III: Governance and Partnership Advisor
Primary Location: Dollo Ado, Somali Region
Open Position: 1
· Gather and analyze data and complete assessments to determine community needs and priorities
· Work with programs teams, and technical support for development of better work relation with local government.
· Keep up to date on relevant governmental line offices, Atvets, and private sectors to Work with Mercy Corps and determine how the agency can best work with and/or influence such firms.
· Cultivate and nurture government relationships and strategic partnerships that positively impact Mercy Corps ability to influence program strategies and as well as strategic partnerships that result in stronger and impactful program implementation efforts.
· Work closely with field program team to influence their engagement and support of program activities implementation process.
· Participate as an active, integrated member of the team providing technical support to a portfolio of field programs including those in complex crisis environments.
· Support effective interventions in the areas of the assigned team’s focus, using integrated approaches and applying systems thinking.
· Help maintain standards of program delivery that apply agency priorities and comply with relevant regulations and requirements.
· Build capacity with program staff and partners to better approach and implement programs.
· Take leadership in identifying and addressing program quality needs, Collaborate with field team to problem solve.
Learning and Impact
· Work with the Monitoring, Evaluation, and Learning (MEL) team and the field to ensure that monitoring and evaluation is practical and reflects best practices.
· Contribute to agency-wide initiatives such as the research agenda around Thought Leadership priority topics working closely with the Senior Governance Research Advisor.
· Provide training and support for Mercy Corps program staff, partners, and others.
· Develop a deep understanding of the shared incentives and values that will entice partners to connect and work across sectors, both internally and within field projects.
· Support new and ongoing programs with best practice advice and assistance on assessment, implementation, research, and evaluation needs.
· Conduct assessments; write case studies, learning documents, short articles, and blogs; and develop internal and external disseminate plan for all products.
· Nurture partnerships with universities, research institutions, and other organizations to produce case studies, assessments, and other learning documentation, as well as enhance program quality.
Influence and Representation
· Represent Mercy Corps at events, conferences, media forums, and other events; focused on Governance and partnership.
· Identify and nurture partnerships with other organizations and institutions.
· Contribute to a strong and regularly updated network of technical experts and consultants that can serve as an additional resource to be deployed for Dollo program support.
· Ensure compliance with security procedures and policies as determined by country leadership.
· Proactively ensure that team members operate in a secure environment and are aware of policies.
