Location: Country Office, Addis Ababa (but with regular travel to regional offices)
Internal relationships: Line Managers, All Finance Team, Programme Coordinators, System Director, Grant Owner/ Budget Holders, and Programme Managers.
External relationships: Donors, Partners and Auditors.
Purpose: Under the supervision of the Country Director (CD) the Internal Auditor (IA) is responsible for carrying out independent appraisals of the efficiency of the policies, procedures and standards by which Concern Ethiopia’s (CE) financial, material and human resources are managed. Also ensures that proper financial and system controls are in place and are compiled by those involved in the operation in line with Concern Worldwide procedures and policies.
1. Concern Worldwide Ethiopia Office internal audit function
Ø Plans, organizes, manages and carries out the internal audit function including the preparation of periodic plans in the context of an overall annual audit plan for the respective fiscal year, including field visits and HO department audits as appropriate.
Ø Make recommendations on the systems and procedures being reviewed. Report on these findings to the CD having obtained local management responses and then agree the implementation of actions with relevant departments and management both at field and head office level. Identify control and processes weaknesses, document main control points and provide evidence for report recommendations.
Ø Perform procedures to identify/track the incidence of fraud and error; that is carry out necessary checking to ensure transactions are genuine and fair and to prevent abuse and misuse of Concern’s resources.
Ø Investigate any identified suspicions of fraud and make recommendations for appropriate management response.
Ø Work on fraud control by ensuring Concern’s policies like whistleblowing, anti-fraud and bribery, and conflict of interest are adhered to and provide regular short trainings to staff.
Ø Liaise with the Roving Internal Auditor (RIA) and actively seek the RIA’s technical support on internal audit issues.
Ø Manage the risk register and ensure it is updated and submitted on time every quarter, and work to decrease risk levels in Concern Ethiopia operations.
Ø Maintain and update the consolidated issues log and ensure outstanding issues are not more than 3 months old.
Ø Monitor changes in finance and tax issues relevant to staff and organisation by tracking statutory contributions and updating the organisation any changes in relevant tax legislation as well as regular updates on international accounting standards.
Ø Regularly review physical count of stock and fixed assets for completeness and accuracy of valuations.
Ø Ensure that donor project asset lists on file include all items purchased above the Concern asset threshold and donor asset threshold for all final donor reports and verify against the fixed asset register.
Ø Review all Logistics functions (fleet management, procurement, stock management, asset registration, etc.) to ensure that they are fair and transparent processes and also compliance with the procurement chart.
Ø Ensure internal control procedures are being complied with, this involves regular field visits to all Concern projects as well as HO departments, to review stock management, asset registers, cash management, procurement procedures, beneficiary counts (training logs, distribution lists, etc.), and other components of Concern Ethiopia operations; report on field visits and ensure follow up of action points.
Ø Ensure compliance with statutory requirements, checking the governance such as SMT and CMT meetings and annual country strategic plans.
Ø Keep the country director fully informed of potential system operation and programme implementation risk.
2. Local Partner Development & Support
Ø Assess financial and operational risks that Concern’s partner have and if all risks identified are adequately managed. This will involve identifying partner's financial capacity gap, give recommendations to address the gaps and follow up the implementation of the recommendations.
Ø Periodically audit/ review systems and operations of partners to determine whether the risks are being effectively managed and to check compliance with terms and conditions stated in the partnership agreement and MoU
Ø Make investigation audit to partners whenever requested by Concern management.
Ø Review the partners external audit reports and follow up any issue raised in the audit reports.
3. Other
Ø Maintain good communications within the team and ensure that all necessary information is shared and understood.
Ø Undertake any other duties that may be requested by the CD from time to time to facilitate the smooth running of other support departments in Concern Ethiopia.
PERSON SPECIFICATION
Essential:
· Honesty and Integrity
· ACCA/ CPA part qualified / qualified
· Three year’s post qualification experience working at a senior level or in an audit function
· Experience of donor reporting and regulation
· Self-motivated
· Computer literate
· Good communication skills
Desirable:
· ACCA/CPA accredited
· Knowledge of development issues & concepts
· Experience of Microsoft Great Plains (MGP) software
