Context and Scope of the Position
Under the general supervision of the Security Focal Point and technical guidance from the National Security Officers in the IOM/SLO in Addis Ababa, and direct supervision of Head of IOM Sub Office in Bulehora, the incumbent will be responsible for IOM security and safety related work in Bulehora and nearby areas including Dila. He/She will be particularly responsible for the following tasks:
Core Functions / Responsibilities:
The successful candidate will specifically undertake:
1. Liaise and cooperate as instructed with various local government agencies and UNDSS team, keeping contacts and communications with them on staff security and safety issues
2. Provide area specific safety and security briefings to IOM staff deployed in the duty areas including situational briefing, advise staff to follow proper security procedures, carry out radio-checks and follow up IOM vehicle or IOM rented vehicle movement tracking per relevant procedures.
3. Conduct regular safety and security checks of the IOM office building, conducts fire equipment checks as per schedule, support Sub Office management and admin assistants to conduct regular fire drill.
4. Attend security coordination meetings conducted by the UNDSS or other institutions and follow up on any issue affecting the safety and security of IOM staff and asset.
5. Facilitate on behalf of IOM staff in the duty areas for security clearance per UNDSS requirements, properly keep relevant files, and follow up security related situation developments which may affect IOM staff.
6. Represent IOM in the local UN area security coordination mechanism and keep interactions with other UN agency security staff in the duty areas for staff security and safety.
7. Advise the Chief of Mission and other relevant IOM staff on all the security threats or potential security risks that might affect the IOM offices and staff in the duty areas, and assist relevant IOM colleagues for crisis management and relocation of staff whenever needed in coordination with relevant IOM colleagues in Addis Ababa.
8. Provide supervision of security guards based at the IOM offices in the duty areas, resolve any deficiencies and poor functions with the security guard management.
9. Conduct regular checks of the security infra-structure at office compound and staff accommodation areas, ensure proper actions or measures are taken whenever needed.
10. Provide assistance in investigating security incidents and ensuring appropriate incident reports are provided to IOM office in Addis Ababa, and the concerned departments are notified. Keep all security related equipment (radios, sat phones, etc) and distribute to staff as per IOM procedures, keep proper records of such equipment.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Professional Experience
· At least 5 years of working experience in law enforcement, or military discipline.
· Experience in crisis management and operating in difficult circumstances and conditions.
· Computer literacy: Computer literacy with a high degree of proficiency in commonly used applications such as MS Word, Power Point and MS Excel is required.
· Interfaces with the UNDSS, safety/security counterparts, relevant government agencies, and other stakeholders to prepare adequate responses to security management challenges.
· Anticipates and prepares adequate responses to matters affecting staff/security. c) Displays availability outside of regular hours to respond to challenges.
Languages
Fluency in English is required.
