Project Overview:
Feed the Future Ethiopia Growth through Nutrition activity, the United States Agency for International Development’s (USAID’s) flagship five-year, multi-sectoral nutrition and Water, Sanitation and Hygiene (WASH) project is implemented in four regions (Amhara, Oromia, SNNP, and Tigray) of Ethiopia. The primary aim of this five-year (2016-2021) project is to prevent undernutrition during the first 1,000 days, from the start of pregnancy until the child’s second birthday using evidence-based nutrition-specific and nutrition-sensitive interventions. Save the Children leads the project in partnership with government ministries (FMOH, FMOA, FMOWIE, and FMOE) and international and local NGOs.
The development hypothesis for this project is: if sustained access to diverse, safe, and quality foods is achieved and optimal nutrition, WASH, and agriculture behaviours are adopted and quality nutrition services are utilized and access to WASH products and services is improved and multi-sector coordination and GOE capacity to implement effective nutrition and WASH programs is strengthened, then the nutritional status of women and young children will be improved. Growth through Nutrition has five essential elements (livelihoods and agriculture, SBCC, quality improvement, WASH, and multi-sector coordination; and five cross-cutting elements monitoring and evaluation gender equality and women’s empowerment, a rigorous learning agenda, sustainable approaches, and convergence and layering of multi-sector nutrition interventions (e.g. agriculture, livelihoods, education, health, humanitarian assistance) and WASH activities in the same geographic areas.
Growth through Nutrition is implemented in 82 Agricultural Growth Program (AGP/food secure) and 20 Productive Safety Net Program (PSNP and emergency hot spot woredas).
Job Summary:
The Deputy Chief of Party (DCOP) for Program will be responsible for supporting the Chief of Party in the overall management of the project. Together with the COP, s/he will provide strategic and technical leadership to ensure a holistic technical approach, provide guidance and ensure coordination with other technical staff to ensure programs are cohesive and state of the art. The DCOP will manage technical advisors and the delivery of international sub-prime partners. S/he will lead the development of national level work plan activities and budget and ensure their delivery and effective budget utilization The DCOP Programs will provide regular field based supportive supervision and mentoring.
S/he will engage with GoE Ministries (Ministry of Health, Water and Irrigation, Agriculture and Education) and USAID to ensure the technical approach aligns with other USAID activities and supports GoE services, including supporting the design and roll-out of grants-under-grants to support GoE implementation of the Seqota Declaration. In addition, the DCOP ensures that data is utilized and learning gathered from the MEAL team are rapidly integrated into project implementation. The DCOP will also provide support to the COP for program management and coordination of the implementation, monitoring and reporting requirements.

KEY AREAS OF ACCOUNTABILITY:
Technical
· Provide technical leadership for all nutrition specific and sensitive activities under Growth through Nutrition, ensuring timely and effective implementation of activities by sub-grantees, project staff and other technical assistance providers as well as for development of Grants under Grants to GoE.
· Support effective implementation across all regions to achieve program deliverables through the effective use of program resources in compliance with USAID regulations and Save the Children policies.
· Track progress of programs against original proposals and with detailed annual work plans.
· Oversea designing and developing project related program guides, manuals, job aids, and ensure appropriate training and capacity building of all program staff.
· Manage program related consultancy services.
· Ensure a common understanding of Nutrition, WASH, and other program frameworks and programming strategies of the project among all relevant field staff and partners.
· Participate in joint supervision visits with project staff, USAID, and GoE to the project sites, share feedback and take appropriate action.
· Work closely with SCUS’s respective technical leads to improve program design, quality, and implementation.
· Closely work with SCI thematic leads to ensure program quality and learning.
Coordination
· Maximize the collaboration and participation of local partners including Ethiopian NGOs, government sector staff, Feed the Future partner organizations and other USAID projects and organizations working on nutrition, WASH and livelihood in Ethiopia.
· Closely work with the respective government ministries to ensure the project program activities is aligned with government priorities.
· Contribute to ensuring systems are in place for the most effective program implementation with regards to M&E, financial systems.
· Coordinate program related technical assistances from SCUS’s technical lead, members, partners, and SCI thematic leads.
· Facilitate linkages and foster coordination with key stakeholders, including relevant national, regional and woreda level government authorities.
Representation
· Represent the project for Save the Children in formal and informal meetings and other fora with USAID, the Government of Ethiopia, other donors and partners.
· Represent the project at national level in different health, agriculture, and OWNP platforms.
· Advocate for and work with Nutrition Technical Committee and OWNP working group in the assessment, review, and updating of relevant guidelines, strategies, training materials and job aids.
· Maintain a close and smooth working relationship with all government offices, funding agencies and community.
· Participate in Growth through Nutrition team meetings, training and coordination events as required.
Reporting
· Assist the COP in developing and finalizing all required program monthly, semi-annual, annual and final reporting and success stories.
· Provide input and approval for sub-prime partner work plans and budgets.
· Assist the COP in developing annual work plans and exit strategies.
Program and partner Management
· Along with the COP, ensure appropriate organizational structures are in place to ensure the most efficient and effective implementation of program activities.
· Ensure strong program implementation, financial management and reporting and compliance to all USAID requirements.
· Lead preparation of national level activities and budget for annual work plan and monitor performance regularly. Accountable for budget performance of Addis Ababa GTN team.
· Directly manage project technical advisors and other program staff based in the Addis Ababa office.
· Conduct performance evaluation of direct reports
· Manage four international sub-primes
