Job Purpose
· Support the process of strengthening of concern Ethiopia’s M&E system and learning and sharing system
· Provide technical support and enhance the capacity of program office and partners staff on design monitoring and evaluation and on mainstreaming cross cutting issues(DRR , equality , HIV and accountability)
· Ensure program mainstreaming of cross cutting issues (Gender , equality , HIV , DRR & accountability) across concern’s program cycle management system both for development and emergency programs
· Regularly monitor review and evaluate the implementation of programs & crosscutting issues, take appropriate and timely actions and extract lessons learned for future program development and implementation.
· Establish and maintain cordial working relationships with relevant local Government bodies, NGOs and the community/ beneficiaries at project and woreda level to enable Concern to achieve its objectives.
Major Roles & Responsibilities
Project design & implementation
· Participate on program/project design/proposal development and provide technical support on log frame development
· Develop participatory program/project monitoring and evaluation plan together with the project/program staffs.
· Ensure that concern’s PCMS , M&E guidelines & minimum standards are followed in program/project development , monitoring and evaluations
· Mainstream crosscutting issues (equality/gender/accountability, HIV and AIDS and DRR) properly and in participatory manner with relevant stakeholders in design(proposal development ) of program/project intervention both for development and emergency programs in line with concern and donors standard requirements and guidelines
Monitoring & Evaluation
· Undertake and or participate in different assessments and surveys (baseline , end line , MTR , final evaluation , EW , case studies ) in collaboration with responsible staff & stakeholders
· Support TOR development processes for the different assessments
· Facilitate and or participate on quarterly based monitoring review sessions
· Support /facilitate Annual review sessions and document reports
· Give technical support and advice on monitoring and evaluation for programme staff.
· Extract, collect and document case stories, lesson learnt and best experiences
Reporting
Capacity Building
Ensure programs are Gender Sensitive
· Ensure gender sensitive programming through the development and implementation of gender sensitive M & E systems including gender sensitive indicators
· Ensure that programme results explicitly state the gender equality issue the project seeks to change
· With the GEC and gender equality officers, ensure that gender sensitive programme tools, including gender analysis, are correctly applied throughout the PCM cycle, from design to evaluation stage
· Ensure that all reports produced by the MEAL unit contain analysis reflecting progression in relation to gender equality
Networking
Essential minimum qualifications and capacities
· Bachelor’s degree in such as social science (research related), Monitoring and Evaluation, statistics, Nutrition/Health Monitoring, Public health etc. and other relevant fields of studies (related to M&E, development, research, data analytics, etc.) with over two years of relevant experience
· Experience in humanitarian programming in addition to development programming is an advantage
· Clear understanding and experience in directly implementing primary quantitative data collection (surveys, etc.)
· Clear understanding and experience in directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.)
· Clear understanding and experience of quality assurance in data collection
· Ability to provide technical advise and support
· Experience of providing training and capacity building to programme and M & E staff
· Excellent communication skills; able to work as part of a team and establish relationships with field offices
She /He must also have:
· Understanding of the current M&E trends and especially M&E systems in Health and Nutrition program.
· Have profound skill on Analytical and research.
· Excellent computer knowledge with command on MS Excel among other packages of MS Office.
· Willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
· Excellent interpersonal and communication skills, facilitation skills and writing skills
· Time management and ability to prioritize multiple tasks, Self-motivated person able to work without close supervision.
Job related experience and knowledge:
· Demonstrated experience in monitoring and evaluation. Health and Nutrition related experience is an added advantage.
. Demonstrated experience in developing/designing, implementing, monitoring and evaluating plans and associated quantitative and qualitative tools
· Demonstrated experience in integrating gender, DRR, HIV/AIDS, environmental protection, accountability other cross cutting issues into public health promotion.
· The logical framework approach and other strategic planning approaches
· Information assessment, analysis and report writing skills
