Project Overview:
ROLE PURPOSE:
The MEAL Officer has a responsibility of having a leading role in the establishment of a strong MEAL system of the EAST AFRICAN MIGRATION ROUTES PROJECT. S/he is also responsible for providing, with the project technical guidance on participatory MEAL systems for effective monitoring and evaluation of project activities. S/he will work to ensure data management, data collection, and documentation and reporting. S/he will update and make use of electronic database using MS Office to capture program MEAL data and provide support to produce relevant reports for internal and external purposes; ensure data quality using different data quality assurance mechanisms; and helps to document all MEAL related files and establishing their respective proper documentation systems. S/he will also be actively involved in establishing accountability mechanisms (information sharing and compliant and feedback mechanisms – including data quality assessment). S/he will work to promote learning through documentation of lessons-learned and developing community-based approaches to analyse and use data for decision-making.
The MEAL Officer will assist the project Manager in preparation of quarterly, semi-annual and annual reports. The MEAL Officer is responsible for ensuring that data required for quarterly, semi-annual and annual reporting tasks are collected and compiled in a timely manner. S/he will assist the project Manager to prepare the quantitative portion of all required reports and preparation of different data collection tools and formats. S/he also assists the project Manager in revising the Performance Monitoring Plan (PMP)/MEAL plan of the project, as needed, based on the performance indicators and the requirements of the donor.

· Work in monitoring the overall MEAL system for the project against specified results.
· Design tools for data collection, collation and analysis for the project.
· Support the project Manager to facilitate and coordinate development of the project’s annual work plans; as well as quarterly, semi-annual and annual reports according to donor and SCI requirements.
· Strengthen and follow up on implementation of detailed performance monitoring and evaluation plans for the project—with the guidance and active participation of the project Manager.
· Oversee data collection tasks to ensure high-quality results for learning and donor reporting – both at the field and national level.
· Work on documentation of findings on project activities and innovations, including lessons learned.
· Support project staffs, with the project Manager, during implementation of project-related surveys and assessments.
· Support evaluations and assessments, including review and/or writing of evaluation reports.
· Provide technical guidance through regular meetings and site visits to the field.
· Ensure adequate staff capacity building; conduct trainings and workshops, as appropriate.
· Develop innovative approaches for strengthening the MEAL capacity of project staffs and implementing partners.
· Ensure that all project MEAL documents, data, and other information required for project planning and reporting are documented, prepared and timely submitted in compliance with the requirements of the donor.
· Establish and implement accountability mechanisms to beneficiaries through information sharing, setting appropriate compliant and feedback mechanisms – including data quality assessment (DQA).
