Objective of this Assignment
The Lead Consultant will be responsible for ensuring the overall on time delivery of the following deliverables:
Design and deliver awareness raising workshop (around 5 days LOE)
· In collaboration with TechnoServe colleagues and partners, design and deliver an interactive one-day workshop that encourages peer-to-peer exchange and learning. The workshop will focus on strengthening wheat processors’ supply chains, specifically focusing on smallholder contract farming in Ethiopia
· Design workshop concept, focused on supply chain strengthening generally and contract farming in particular
· Develop detailed agenda and training materials, coordinating closely with partners
· Facilitate one full-day workshop; attend and provide support for preceding workshop day
Implement Pilot (around 30 days LOE)
· Provide one-on-one business management consultant services for three selected wheat processors
· Support the design of appropriate management structures for supply chain initiatives,
· Review and analyze existing supply chain practices, introducing and discussion new supply chain business models
· Facilitate relationship building and potentially negotiations with wheat suppliers
· Support planning for implementation of new supply chain models
Capture insights and lessons learned; prepare reports (6 days LOE)
· Identify and capture learnings and insights from ongoing engagements
· Regularly engage in phone calls with partners concerning the project status and direction
· Prepare a draft and final versions of two reports: interim progress and a final report
A total of 40-45 days LOE expected from two consultants (see profile requirements below). Engagement is expected to start in mid-May and conclude in mid-November. Exact time frame will be confirmed at time of contracting.

Evaluation Criteria and Process
TechnoServe will evaluate applications based on the criteria and corresponding weights, indicated below. As needed, shortlisted candidates may be requested to sit for an interview as part of the evaluation and competition for the award.

Overall Evaluation
The total score shall be obtained by weighting the technical evaluation and price scores and adding them. The weight for the technical and financial evaluations shall be 70% and 30% respectively.
Only Consultants whose technical proposals score 49% or above will be considered for the financial evaluations. The financial proposals for Consultants scoring below 49% on their technical proposals will be returned unopened.
Required Qualifications, Capabilities and Experience For Lead Consultant (estimated contribution: ~30-35 days LOE)
· Masters degree in Business Administration from an accredited university
· At least 7 years or relevant work experience, with strong experience in the agricultural sector/agricultural supply chains,
· Demonstrated experience delivering consulting services to the private sector
· Demonstrated experience facilitating workshops and developing training materials
· Demonstrated experience implementing/managing contract farming, preferred
· Fluency in written and spoken English and Amharic, required
· Commitment to advancing gender equity and experience working on women’s economic empowerment; ability to incorporate gender perspectives and ensuring equal participation of women and men in all areas of work
· Demonstrated strong analytic capabilities: Value chain analysis, financial analysis, markets analysis
· Strong, analytical thinker and ability to systematically and methodically conceptualize
· Excellent problem solving and negotiation skills
· Represented by Licensed consultancy firm
Required Qualifications, Capabilities and Experience For Technical Consultant (estimated contribution: ~10-15 days LOE)
· Masters in Agriculture or plant sciences or higher
· Deep understanding of Ethiopia’s wheat supply chain and experience working with Ethiopia’s wheat sector
· Practical experience implementing contract farming scheme in Ethiopia
· Practical experience working with private sector agro-processors as well as farmer cooperative unions and primary cooperatives
· Fluency in written and spoken English, Amharic, and Afaan Oromo required
· Represented by Licensed consultancy firm
