Terms of Reference for Leadership, Management and Governance
In-Service Training
1. Background
Ethiopia has implemented successive Health Sector Development Plans (HSDPs) since 1997 in four phases. Also, the health sector transformation plan (HSTP), in line with the country’s second growth and transformation plan (GTPII), has set ambitious goals to improve equity in coverage and utilization of essential health services, improve quality of health care, and enhance the implementation capacity of the health sector at all levels of the system.
Transformation of quality and equity of health care, woreda transformation, a movement towards compassionate, respectful, and caring health professionals, and information revolution are the four interrelated transformation agendas identified in the HSTP. The successful implementation of the transformation agendas will help to achieve the stretched targets set in the HSTP.
As part of realizing the HSTP goals, the FMoH has committed to improve the state of inequality in the country and prepared Equitable Health Services for All, Plan of Action, 2016 – 2020, to bring sustainable changes in the health systems of developing regions (Afar, Somali, Gambella and Benshangul Gumuz) and low performing zones within relatively better performing agrarian regions (Amhara, Tigray, Oromia and SNNP).
2. Project description
The Last Ten Kilometers (L10K 2020) project of JSI Research and Training Institute, Inc. (JSI) with funds from Bill and Melinda Gates Foundation (BMGF) has been implementing community-based maternal, newborn and child health strategies since 2008 to contribute to the achievement of Ethiopia’s Reproductive, Maternal, New born and Child Health (RMNCH) related targets of the Health Sector Transformation Plan (HSTP).
The focus of L10K 20202 has shifted from implementation support to health systems support since October 2017 and is working on enhancing the managerial and leadership capacity of health workforce, as part of the system support, in the selected relatively lower performing zones of the agrarian regions. Accordingly,
Guji, West Guji and Borena zones in Oromia are considered low performing zones since their performance was consistently below the regional average.
To improve equity in coverage and utilization of essential health services and minimize disparities among zones/weredas, there is a need to enhance the implementation, monitoring and evaluation capacity of the health sector at all levels of the system.
Health leadership and governance, one of the six building blocks of the health system, is being increasingly regarded as a critical theme on the development and Sustainable Development Goal (SDG) agendas. Health governance ensures the existence of strategic policy frameworks and proper implementation of strategic initiatives. It also does effective oversight, coalition-building, regulation, attention to system design and accountability. Therefore, leadership, management and governance (LMG) training is important to improve the knowledge and skills of managers to achieve their governing role, accountability, use of information, relationships to partner with patient, staff, private sector, civil society, and other sectors and to promote learning and create a shared vision for commitment.
This ToR is developed to hire a short term consultant to provide training on LMG for health managers in Guji, West Guji and Borena zones of Oromia region.
3. Trainees
The training participants will be 75 staffs from Borana, Guji and West Guji Health offices particularly for those who are working in different positions primarily as Hospital and health centre leadership.
4. Objective of the Training
4.1 . General Objective
JSI Research and Training Institute, Inc. (JSI/L10K 2020) intends to organize three rounds of training with the objective of strengthening leadership capacity of staffs in the lens of LMG in-Service Training so as to help the organization to be transformed as per the LMG in-Service Training Manual for Health Managers at Hospitals & Health Centres which was developed by FMoH.
4.2. Specific Objectives
Specifically, the training will be intended to equip trainees with:-
§ Identifying leadership, management and good governance characteristics expected from them.
§ How to develop leadership, management and good governance within their organization,
§ How to carry out their leadership, management and good governance role in their organization.
5. Scope of the Assignment
Scope of the assignment includes:
§ Familiarizing with the existing national training materials developed and utilized by the FMoH
§ Contextualize the existing power point to facilitate the training
§ Facilitating successive LMG training where a single training session takes three rounds of 3 day training with project preparation and review in between the successive training on LMG to staffs at different levels in the zone
§ Designing personal development action plan format

Financial proposal
§ All breakdown cost to accomplish the job should be clearly reported on the proposal, separated for manual preparation and provision of training
§ All the costs should include VAT or relevant duties to be paid
7. Methods and materials
The consultant should use the approach and methods which is suitable to adult participants and help them attend the training enthusiastically as per the Leadership, Management and Governance (LMG) In-Service Training Manual for Health Managers at Hospitals and Health Centers training package. The methods should also be appropriate to deliver contents of the training.
8. Deliverables
The consultant shall deliver:-
§ Training completion report which includes project prepared by trainees
§ Personal development action plan format
§ Training schedule
1. Experience Required
The consultancy firm should meet the following criteria:
The firm:-
§ must have 10 years’ proven experience of training delivery in the discipline of Transformational leadership/LMG in health, personal development, management, etc
§ should have renewed business license
§ should be VAT registered
§ should present evidence demonstrating previous works similar to this assignment
2. Trainers’ Qualification
The trainers should have the following qualification:
§ The trainers taking part in this assignment must have BA, MPH/MSc, MBA or MA in Management, Business Administration or Transformational Leadership/ Leadership, Management and Governance in health.
§ They should have a minimum of five years’ experience in delivering Leadership, Management and Governance /LMG, personal development and management training, both TOT and direct training.
§ They should be well equipped with adult learning training methods and approaches
3. Duration of the Assignment and Time Frame
Overall assignment will include preparation, delivery and reporting of three rounds of training. The training is envisaged to take place in May, July and September at Yabelloo, Bule Hora and Adoola towns on each session. The actual training takes 3 days each in May, July and September for each zone.
