Overview and purpose of the workshop
The Pan African state Accountability Project (PASAP) is a multi-partner, multi-level Pan-African project that runs from January 2015 to June 2019 (with one year extension period 2018-2019). The project currently is at the final year of implementation for Phase I and a proposal already submitted for Phase II of PASAP. The project is overall coordinated by the Plan African Union Liaison and Pan Africa Program Office.
The project will hold its fourth year (July2018-June 2019) project review meeting in Kenya in June 2019. The workshop will bring together Plan International and partner CSO organizations and networks under PASAP, namely African Movement for Working Children and Youth (AMWCY), the Institute of Human Rights and Development in Africa (IHRDA), Centre for Human Rights-University of Pretoria (CHR-UoP), African Child Policy Forum (ACPF), East African Child Rights Network (EACRN), Child Rights Network for Southern Africa (CRNSA), West Africa Civil Society Forum (WACSOF) and ROAJELF. In addition, an important stakeholder in the implementation of PASAP, the Network of African National Human Rights Institutions (NANHRI) will also participate in the meeting.
Through a consultative process involving partners and key stakeholders, the meeting aims to undertake a strategic review of the progress of PASAP in its fourth year (extension year) of implementation and also reflects on the overall project achievement, challenges and lessons learnt during the four implementation years. The meeting also facilitates brief planning and start-up discussion for PASAP phase II drawing from lessons learnt. Addressing key aspects relevant for the project, mainly on mainstreaming of gender and enhancing synergy and knowledge management amongst all PASAP stakeholders is also an important focus of the meeting. In addition, it will seize the opportunity and focus on how girl’s rights can be mainstreamed in our future engagement.
More specifically, the meeting aims to achieve the following objectives:
Review of progress of implementation in the fourth year of the project (July 2018-June 2019); review of overall project achievement, gaps and lessons during the four project implementation years, and reflect on areas of improvement.
Addressing gender, knowledge management and synergy in PASAP programming and any other outstanding issues going forward
Develop a brief plan of action and preparation for the kick off PASAP Phase II.

Scope of the Consultancy work
The objective of this consultancy is to facilitate and manage a consultative process involving multiple stakeholders to review the project progress during the fourth year, facilitate thorough reflection and capacity building around selected thematic areas, and plan for the Phase II of the Project. The facilitator, in consultation with the Project Manager and key project team, will prepare the workshop programme, facilitate the workshop and produce workshop report.
