ROLE PURPOSE:
The Livelihood Specialist is responsible for the overall planning, coordination and management of the DFiD migration programme interventions, ensuring that program activities are implemented to the highest quality standard. She/ he will be responsible in ensuring high-quality and timely technical support for implementation of program activities, including key research activities at inception phase coordinating with the consortium members; ensure context specific and common implementation approaches across intervention areas for quality program implementation, ensuring program implementation according to nationally/internationally accepted and recommended standards; and work with technical and MEAL team for capturing and utilize high quality and well-articulated project evidence and research for learning, and advocacy.
The Livelihoods Specialist oversees the work of field offices and project coordinators who will be responsible for the DFID migration programme implementation at the field level; and ensure cross functionality and coordination across the different units. S/he will ensure adherence to overall technical and programmatic quality in implementation and the timely submission of all deliverables to SC and lead organization DRC including research reports at the inception phase, annual work plans, performance monitoring plans, semi-annual reports and annual reports as may be required. He/she will be responsible in developing strong external relations with key stakeholders; and represents SC values and principles in interactions with staff and external audiences.

Livelihoods Technical Advisory Support and Programme Quality
· Participate in the formulation and promotion of employment and labour migration strategies/programmes, projects and provide technical support to governments, employers and workers organizations and other relevant institutions.
· Support the design and supervision and conduct policy-oriented research on macro-economic and sectoral trends impacting on employment and migration
· Provide support to technical programmes with the preparation of programme proposals, analyse and provide information to programme managers on proposals to support decision-making.
· Contribute to the preparation of programme implementation and activity reports
· Assist in the identification of emerging employment and labour migration challenges, contribute to solutions and liaise with relevant stakeholder
· Undertake research and prepare analytical reports on selected subjects within the area of technical competence.
· Act as focal point on a specific field of specialisation.
· Participate in training seminars and workshops as resource person.
· Provide technical backstopping, project implementation and monitoring.
· Undertake missions for the purpose of providing technical recommendations on selected topics
· Ensure proper documentation of experiences and lessons learned during Child Participation projects under supervision
· In cooperation with Member Service, provide information and inputs to be used for SCI Livelihoods information and communication materials

§ First degree in development studies, Migration or related fields with a minimum of 8 years related work experience in the area of Livelihoods
§ Experience in working with government counterparts and other partners at various levels - federal to district. This includes technical support, capacity-building and coordination.
§ Excellent understanding of migration issues in Ethiopia at both field and policy levels.
§ Practical understanding of the challenges and opportunities in realising children’s rights in Ethiopia, in relation to Migration
§ Strong data collection, analysis and report writing skills.
§ Strong analysis of Livelihoods data and ability to summarise and communicate this to a range of audiences.
§ Proven advocacy and representation skills
§ Demonstrable experience in M&E
§ Good presentation, training and facilitation skills
