TERMS OF REFERENCE TO ADOPT CONTEXT SPECIFIC YOUTH RESILIENCE PROGRAM MANUAL
Save the Children believes every child deserves a future. We endeavor to ensure children a healthy start in life, the opportunity to learn and protection from harm. We do whatever it takes for children – every day and in times of crisis – transforming their lives and the future we share.
Save the Children is currently in preparation to embark on a four-year project funded by the Swiss Agency for Development and Cooperation (SDC) focused on improving the protection of children on the move in three focus countries: Ethiopia, Sudan and Egypt. In Ethiopia, the project will target migrant children in Addis Ababa and Metema, including unaccompanied rural to urban migrant children and adolescents, transit migrant children including out of camp refugee children, and migrant children in Metema including those cross boarder migrants through the irregular migration routes.
The one-year inception phase of the project focuses on piloting activities, developing detailed program implementation plans, establishing baselines, and conducting four key research/studies to inform programing.
As part of the piloting activities, SC has planned to implement its Youth Resilience Program activities targeting migrant and refugee children in Addis Ababa. The youth resilience program is designed for boys and girls between the ages of 14 and 20 and their parents/caregivers. The program aims to promote positive coping and resilience among young individuals to sustain their protection, psychosocial well-being and healthy development. The program is based on the principle that youth have the ability to overcome difficulties and to learn new competencies to cope with future adversities, using their own internal resources and with the care and support of families and communities. To capture complex interaction of individual and social factors that facilitate resilience the Youth resilience program is framed around the concept of “I am”, “I can” and “I have”. The program has structured workshops designed to support the dynamic processes between these three dimensions, by strengthening life skills linked to cognitive, emotional and social functions.
The program manual has been informed by Save the Children’s experiences with psychosocial support, lessons learnt from different youth/child centered organization, local and international partners and UN agencies. The youth Resilience program has three manuals:
1. The Theory and Programmatic Guide: this manual provides an overview of the key concepts and theoretical background of the Youth Resilience Program
2. Facilitator’s handbook 1: Life skill workshop for youth: this handbook includes serious of introductory and thematic workshop for youth. Each theme comprises between two to five thematic workshops focused on various life skills linked to personal and social skills. The handbook provides detailed instruction for facilitators including objectives of each session, timing of each activity and material required.
3. Facilitator’s Hand book 2: Parents and caregivers meeting: this handbook features seven meetings for parents and caregivers of young people. The meeting for parents aims to enhance parent’s and caregiver’s understanding to support their children’s well-being and protection, inform parents about the Youth Resilience program and tackle any issues raised during the youth workshops
As part of the Youth Resilience Program activities, Save the Children has planned to adopt the manuals to the local context and do translation of the two manuals (Facilitator’s handbook 1and 2). Thus, this TOR is prepared to recruit qualified consultant to do the contextualization of the manual to local contexts and translation of the manual to Amharic language.
2.1 Purpose of the consultancy
Ethiopia is known as a country of origin, transit and destination of migrants. Post Job Mixed migration flow are taking place in the country. Data from 2018 highlights increased level of population movements to and within Ethiopia. Paucity of livelihood options and protection concerns pushes many youths to embark in a particularly risky type of migration. More often than not, these migrants fall prey of various forms of human rights violations, abuses and exploitation.
As part of its protection and resilience building program of migrants, Save the Children has planned to implement its Youth Resilience Building program in Addis Ababa targeting migrant children. In this regard, Save the Children is now looking for competent consultant to adopt its resilience building program manual to the local context (that can be replicated to the specific context of migrants and refugee in the country), and make translation of the document to Amharic language..
2.2 Objective of the consultancy
Ø To review the current Youth Resilience program manuals of Save the Children and come up with key recommendation for contextualization
Ø To conduct formative assessments to inform manual contextualization including identification of the gaps and strength of the existing Youth Resilience Program manuals
Ø To develop/adopt context specific Youth Resilience Program Manuals (this included translation of the existing youth resilience manuals by considering key issues that needs to be contextualized)
Ø To adopt and translate the youth resilience program monitoring tools that can help to track the progress and change in the psychosocial well-being of youth
The consultant is expected to undertake the following tasks
Ø Review existing Youth Resilience program manuals
Ø Conduct formative assessment to inform contextualization of the manuals
Ø Conduct discussion with key stakeholders to understand the situation on the ground, related to resilience aspects of migrants
Ø Conduct field visit and consult migrants in Addis Ababa to assist development of context specific Youth resilience program manuals
Ø Identify the introductory and thematic workshops and activities that can be adopted as they are and those that need to be further revised to adjust with the local context and share the draft accordingly. This is to be done from Facilitator’s handbook 1: Life skill workshop for youth and Facilitator’s Hand book 2: Parents and caregivers meeting and those that needs to be changed to fit the local context.
Ø Prepare a draft Youth Resilience Manual and monitoring tools in Amharic Language
Ø Revise the draft Youth Resilience Manual in line with feedback provided by Save the Children technical team.
The following deliverables or output is expected from the evaluation team
· Brief report on the findings of field level consultation and Youth Resilience Program manual review
· Presentation on the findings for relevant technical staffs of Save the Children and partners
· Presentation and discussion with technical team on suggested contextualized sessions/ topics on the existing youth resilience building manual, informed by the field level findings
· Draft contextualized Youth Resilience Program manuals translated in Amharic language (Facilitator’s handbook 1: Life skill workshop for youth and Facilitator’s Hand book 2: Parents and caregivers meeting) that also includes monitoring tools
· Soft and Hard Copies of the Final Youth Resilience Program manual that incorporate the input provided by Save the Children technical staffs
The time allotted to complete the constancy work is 45 days. The task will be performed as per the below time frame.

Save the Children
· Hold meeting with the consultant to clarify the task further and exchange ideas on the overall process and flow of the work

The consultant should have the following qualification.
Ø Proven experience in facilitating Youth Resilience or life skill trainings
Ø Extended knowledge and experience in the area of migration, child protection and psychosocial support
Ø BA/MA in relevant field (psychology, sociology, social work etc)
Ø Over eight years work experience in child protection, psychosocial support and life skills training for children and youth, and experience in delivering similar assignments
Ø Good knowledge about the challenges and protection concerns of child and youth migrants
