The Ethiopia Data Use Partnership (DUP) is a collaborative endeavor of the Ethiopian Federal Ministry of Health (FMOH) to strengthen the country’s health information system. It is a “project” with an aim to improve the collection and use of high quality routine information in the health sector in Ethiopia; contributing to improved quality, efficiency and availability of primary health and nutrition services at all levels. DUP is also an “engagement platform” where the FMOH; the JSI-led consortium of partner organizations, including Regenstrief Institute, University of Gonder, and Gobee Group; and other stakeholders, including other JSI projects in Ethiopia, interact regularly to help improve the quality and use of health data in Ethiopia.
Ethiopia Data Use Partnership seeks Short-term consultants on the area of Senior implementation Research Advisor, Senior National Health Policy Advisor, Senior Knowledge Management Advisor, Graphic Designer, Senior Software developer, Senior Health Informatics Advisor and Data Analyst.

Because of the work nature of E-DUP, often times we will have an urgent need to engage competent professionals with the above mentioned skills in short-term consulting basis for up to three months at a time based on need. Hence, the main purpose of this announcement is to create a database of highly skilled professionals that will be engaged depending on need. This will give us the opportunity to hire the needed skill immediately depending on their availability. The database created through this announcement is expected to serve its purpose for up to one year with a possibility of extension based on management decision.
Senior Implementation Research Advisor
· PHD in Public Health or related field, PHD in Demography or other related Social Science Studies, or MD with MPH
· Trained in Implementation Research
· Has carried out at least one implementation research independently
· Has at least two publications as a lead author
· More than seven years professional experience
· Excellent English and Amharic language ability
· Advanced statistical analysis skills
Senior National Health Policy Advisor
· PHD, MD, MPH or other related graduate level advanced degree
· Has professional experience in health policy or policy analysis
· Has participated in evidence to policy translation activities in the health sector
· Experience in preparing policy briefs
· Writes very well in both English and Amharic
· Minimum of ten years professional experience
· Excellent English and Amharic language ability
Senior Knowledge Management Advisor
· Advanced degree in Communications, Knowledge Management, Journalism or related field
· More than ten years of professional experience
· Excellent writing and communications skill – both in English and Amharic
· Well versed in writing; success stories, brochures, news, documentation
· Excellent ability to do audiovisual documentation
Graphic Designer
· Bachelor Degree or above in related field
· Can demonstrate professional experience in graphic designing particularly in the health sector
· Excellent language skills – both English and Amharic
Senior Software developer
· Advanced degree in IT, Computer Engineering, Electrical Engineering, or related field
· At least five years of professional experience
· Has proven experience in software development/design
· Experience in the health sector is preferred
· Has experience in business / workflow analysis
Senior Health Informatics Adviser
· Advanced degree in health information systems, health informatics or related field
· Minimum of seven years of professional experience
· Has experience in national health information systems implementation
· Has experience in DHIS2
· Has experience in data visualization and dashboard
· Excellent language ability – both Amharic and English
Data Analyst
· Advanced degree in Biostatistics, Data Sciences, or related field
· Minimum of seven years professional experience
· Has experience in the health sector
· Has experience in advanced statistical analysis
· Has minimum of two publications – as an author or co-author
