Job Title: Roving Procurement and Logistics Officer (National Position)
Reporting to: Country Logistics Manager
Job Based at: Addis Ababa with 75% travel to the fields
Length of Contract: 6 Months with possible extension

The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
The purpose of the Roving Procurement and Logistics Officer position is to provide additional support to the various NRC offices in Ethiopia. This is a varied role that is expected to provide logistical and procurement support according to the needs of the individual office to ensure an effective and compliant logistical service to the operation.
Generic responsibilities:
Specific Responsibilities:
· Procurement
o Plan travel to all area offices of NRC to support procurement and logistics activities depending on the needs of the area office.
o Ensure all NRC procurements and logistical requirements are completed according to procedures at all times, and within the minimum timeframes stipulated.
o Assist Program and operational personnel to adequately plan their procurements and assist them in communicating clear requirement specifications
o Carry out procurements including getting quotations, preparing purchase orders, contracts, negotiations, dealing with vendors, checking legal requirements, receiving materials, etc.
o Provide equal opportunity for suppliers to make price and specification Quotations and Always accord prompt and courteous reception and fair equal treatment to all vendors and their representatives
o Identify potential, credible and competent vendors for NRC
o Ensuring tracking and reporting of all procurement activities through the daily updating of the procurement tracking sheet, and sharing this with managers and programs on a weekly basis
· Fleet:
o General management of NRC vehicles and all rental company vehicles in close collaboration with Logistics & Admin coordinator.
o Ensure all vehicles are safe and road worthy and proper on-board vehicle documentation
o Ensure vehicle expenses are tracked in accordance with procurement policy;
o Supervise fleet staffs in delegation and ensure all legal documents for driving are intact.
o Manage NRC Fleet database for assigned offices and share reports in real-time.
o Ensure all relevant reports are timely shared including any incident report for timely action by NRC and Insurance company.
o Responsible for inspection of rental vehicles, review their utilization report and log-sheet, and manage their effectiveness across the offices.
· Asset and Warehouse:
o Ensure all NRC assets in assigned offices are updated properly in the system.
o Conduct periodic spot-checks are respective warehouse
o Ensure proper (standard) warehouse management is implemented according to NRC logistics handbook.
o Facilitate smooth receipt and delivery of supplies to and from warehouses and partake in the emergency materials management and distribution as needed.
· Perform other logistics functions as delegated by Logistics Admin Manager
Context/Specific skills, knowledge and experience:
· Bachelor’s Degree in Purchasing, Business, logistics, supply chain or related technical field
· Able to follow policies and procedures in a systematic way
· Able to work in a team, and motivate others, and work proactively
· Able to analyze information, prioritize and take decisions and responsibility for those decisions
· Able to work well under pressure and frequent travel to field offices
· Minimum of 3 years’ relevant experience in procurement and/or logistics.
· Experience from working with purchasing, transport or warehousing essential
· Previous experience from working in complex and volatile contexts
· Documented results related to the position’s responsibilities
· Excellent knowledge of both written and spoken English is essential
· Experience of working within a humanitarian/ development context is desirable
