Who We Are?
SOS Children's Villages Ethiopia (SOS CVE) is a non-governmental, non-political, non-denominational charitable child welfare organization. For the past more than 43 years, we have been working to build families for children in need, help them shape their own future and contribute in the development of their communities. We help vulnerable families care for their children, and we work to prevent the breakdown of families and lose of parental care. When children lose their parental care, we provide quality alternative care.
Gatekeeping is our starting point for any of our intervention and it involves making decisions about the care placement that best fits to the individual needs of our target children. We take the UN guideline on Alternative care as a basis for our intervention. We consider the principle of necessity and stability in placing children into alternative care options. SOS CVE believes that a strong gatekeeping system is an essential component of a functioning child-care and child-protection system. It can prevent children from being unnecessarily separated from their parents and families or placed in alternative care. It also can help reintegration of children, already in alternative care, back into their families of origin.
Purpose
The purpose of this consultancy work is to locally adapt gatekeeping guidelines that fits into the country’s policy, practices, and context in line with the global generic guidelines and user manual and rollout the guideline to selected co-workers.
Required Skills, qualifications and Experiences of consultant/consulting firm
The firm carrying out this assignment should have a thorough understanding of the situation of children without parental care or at risk of losing parental care, government policies and strategies related to this target group in general and the socio-economic situation in the country. It should have proven competence and experience in developing guidelines and delivery of trainings. A social science background, e.g. higher education (MA, PhD) in development, education, psychology, statistics, curriculum development, law or related field with at least 5 years of practical experience of each team member is required.
