Procurement Officer
Under the detail guidance of his/her immediate supervisor he/she is responsible for timely procurement of product and supplies. ( for Local / Domestic Procurement )
Major Duties and Responsibilities
1.Collect and organize Stores requests (SR) from the user department and Purchase Requisitions (PR) from stores that refer local procurement.
2. Check with the appropriate procurement method applicable for that particular local purchase issue by consulting the Procurement and supplies division Manager.
3.Prepare bid document or quotation Inquiry, get the approval from the authorized and issue an invitation to bid letter to the prospective bidders and follow up of receipt of quotations as scheduled.
4.Once the bid is opened, Prepare Comparative Bid Analysis [CBA] and get approval from Tender Committee [TC] and authorized body as per the respective approval authority level.
5.Assist the procurement in the preparation of minutes, Purchase Order, and drafting contracts.
6.Undertake follow-up of the receipt of performance bond and signed contract.
7.As advised by the Procurement Team Leader, undertake follow-up of the supplier timely performance/delivery as scheduled in the agreement.
8. Follow up the delivery of items whether it is as per specification or not, Inspection is conducted, and GRV is issued for the items received by the stores.
9.Prepare, organize and handle any payment related matters with the local supplier or service provider.
10. Expedite the proper delivery of orders and report the result to the Procurement Team if any deviation from the normal operation occurs;
11. Organize petty cash for miscellaneous local purchase and settle the petty cash according to the petty cash settlement procedure in Finance
12. Keep the record of documents and make available to the relevant mandated body as required.
13. Make sure that the local purchase in progress is to the advantage of the Company financially as well as technically.
14. Make sure the price offered by suppliers is the market price through the maintenance of the periodic market study.
15. Prepare periodic reports about the local purchases and submit it to the Procurement Team Leader.
16. Perform other duties as assigned by the Immediate Supervisor
