Ethiopian Center for Disability and Development is an Ethiopian Development, NGO established in 2005 and has been re-registered and accorded legal personality with registry number 0321 on May 17/2019 as a local organization in accordance with the civil society organizations proclamation No. 1113/2019. ECDD works collaboratively with other organizations to promote facilitate and build capacity for “disability-inclusive development” in Ethiopia-the inclusion of persons with disabilities in mainstream government service delivery non-government organizations development programs.
LIGHT FOR THE WORLD and ECDD have the same vision and have been collaborating on disability inclusion in Ethiopia for over 10 years, and signed a Strategic Partnership Agreement in 2017.
LIGHT FOR THE WORLD is a member of SPCC Consortium providing disability mainstreaming expertise in different thematic areas like economic development, food security, disaster preparedness, vocational training, sexual and reproductive health (SRH), etc. As a strategic partner organization, the Ethiopian Center for Disability and Development (ECDD) provides disability inclusion technical support representing LIGHT FOR THE WORLD in SPCC consortium of Ethiopia.
Strategic Partnership “Convening and Convincing” (SPCC) Program
The SPCC program is being implemented by 5 Consortium partners: ICCO, Kerk in Actie, Wilde Ganzen, coPrisma, and CNV in twelve countries, including Ethiopia. LIGHT FOR THE WORLD is a member of coPrisma and provides disability inclusion advice. Within SPCC LIGHT FOR THE WORLD ensures that disability inclusion is embedded in the country plans, strategies, processes and activities of the Consortium partners. In order to support LIGHT FOR THE WORLD and the SPCC Program, a full-time Disability Inclusion Advisor will be provided by ECDD.
Description of Tasks
The ECDD Disability Inclusion Advisor reports to the ECDD Program Director, and is responsible for planning, organizing and implementing the SPCC Program of activities, in close cooperation with the SPCC Country Manager. Within the SPCC Program and the Consortium partners, the Disability Inclusion Advisor will be responsible for championing the effective planning, implementation, and delivery of organizational capacity strengthening for disability inclusion.
The Disability Inclusion Advisor will:
1. Be part of the SPCC Country Team of Consortium member representatives and work jointly with members to implement the Program. The Advisor will provide the necessary knowledge, skills, tools, and processes to help ensure that SPCC Program interventions and activities have a direct impact on SPCC member organization ability to include and benefit persons with disabilities.
2. Provide important linkages and network with stakeholders critical in facilitating relevant organizational policy changes necessary to have an impact on persons with disabilities.
3. Build the capacity (by way of training, coaching, mentoring, advising, etc.) the SPCC Consortium partners and other direct stakeholders involved in the Program to practice disability mainstreaming in their ongoing project activities.
Specific Tasks:
Role 1: Support and work with the SPCC Country Team to embed disability inclusion in member organizations. Tasks include:
1. Country plans development - assist member organizations to develop and finalize their country plans that are disability-inclusive, working directly with relevant organization personnel and other experts to provide feedback on country planning processes as well as on draft plans.
2. Baseline and capacity assessment - contribute to the overall baseline and assessment of the SPCC country Program and provide disability inclusion awareness and insights on the intersectionality of gender and disability.
3. Program implementation - provide disability inclusion knowledge, skills, and expertise to the SPCC Country Team throughout the Program period, ensuring that disability inclusion tools and processes are developed, embedded in organization program implementation, and that organization personnel is capacitated to use them in their daily activities.
4. Program Monitoring, Evaluation, and Learning (PMEL) - assist in identifying ‘SMART’ indicators/milestones relevant to disability inclusion, take part in monitoring and evaluation processes, and provide timely reports, contributing to an overall learning agenda.
5. Capacity development of the SPCC Team - coach, advise and if necessary provide face-to-face training on disability inclusion to the country team, constructively engaging team members to ensure buy-in and mainstreaming of disability as a key cross-cutting issue within their organizations and programs.
Role 2: Support the SPCC Program to link and network with relevant stakeholders on disability inclusion. Tasks include:
1. Networking - represent the Program jointly with SPCC Team members in networks of CSOs, private sector and/or government bodies, initiating and building relationships with both mainstream development and disability organizations (DPOs), in order to advocate for disability inclusion and to initiate partnerships with organizations interested in disability mainstreaming.
2. Facilitation - support the country team and/or take the lead (where need be) in promoting and facilitating a disability inclusion agenda, working to ensure that disability inclusion is appreciated as an important policy issue.
3. Advising and training - develop and deliver relevant training and advice on networking for disability inclusion for the Program partners.
4. Information sharing - provide to the SPCC Team relevant information and knowledge on policies, legislation, programs, forums, networks, etc. that are relevant to their country plans and programs.
Role 3: Capacitate and support the Consortium members for disability inclusion. Tasks include:
1. Create a common vision on disability inclusion - work as the champion of disability inclusion within the Consortium in the country, developing and implementing strategies to help ensure a common vision of disability inclusion by the SPCC Consortium partners.
2. Disability mainstreaming in other cross-cutting areas - work with the members and facilitate mainstreaming of disability issues in their focus areas including gender, child labor, religious institutions, agricultural and other vocational skills development, labor unions, etc. and provide relevant knowledge and practices on how to address the intersectionality of disability in these areas.
3. Mainstreaming of disability in the ‘Change the Game’ academy, a learning platform of Wilde Ganzen (one of the Consortium members) - work jointly with the Disability Inclusion Expert in LFTW to develop inclusive facilitation training/advice/coaching for academy country facilitators.
1. Education – minimum MA degree in a relevant social science field, Social work, Sociology, Disability Studies, Public Health, community development, is preferred
2. Professional experience – minimum 5 years of responsibility for the implementation of donor-funded project(s)Previous professional experience working with persons with disabilities desirable
3. Excellent interpersonal relationships and teamwork
4. Excellent communication skills
5. Able and willing to travel frequently to the target regions/cities
6. Competence in the use of computer applications
