Background
The National Data Management Center for health (NDMC) at the Ethiopian Public Health Institute (EPHI) is a responsible center to centrally archive health and health related data, process and manage health research, apply robust data analytic technics, synthesis evidence and to ensure evidence utilization for decision making by the Federal Ministry of Health (FMoH) and other relevant stakeholders at local, sub-national and national and international levels. NDMC has collaborative partnership with Institute for Health Metrics and Evaluation (IHME), University of Washington and has established a Burden of Disease (BoD) Unit. The BoD Unit is responsible for data mapping, collecting, reviewing and archiving available health and health related data in the country and for producing national and subnational burden of disease estimates collaboratively with Global Burden of Disease (GBD) Study centered at IHME for population and demography, mortality and risk factors for a range of communicable diseases, non-communicable diseases, maternal newborn and child health, nutrition and for injuries. The unit creates platforms for translating BoD evidence for decision and policy at national and subnational levels. The NDMC is looking for high caliber staff for this collaborative project.
Roles and responsibilities
Discover efficient ways to organize, store and analyze research data on health with attention to security and confidentiality
Demonstrate advanced data management skills, strong understanding of databases and data analysis procedures
Develop and implement Data Management Plan (DMP) and procedures
Ensure timely data flows and data security to and from NDMC as well as within NDMC
Use different statistical software such as CSPro, EPI-Info, Stata, SPSS, R etc.
Develop data entry platforms, data dictionary using the above software
Understand existing data sharing policy and practices
Establishes data quality standards work with research data reporting directorates within EPHI and outside of EPHI to ensure that data standards are met
Prepare datasets for analysis and respond to data sharing requests as per the centers policy
Develop data tracking mechanisms from different data sources
Demonstrate advanced statistical knowledge and skills to analyze heterogeneous epidemiologic data, surveillance data, clinical data, evaluation data, nutrition data, biomedical data and others
Enforce institutional and national data sharing policies for effective data management
Develop and maintains a public access or limited access data research portal
Present and re-present NDMC activities at national and international fora
Coordinate and facilitate data mapping, digitizing, and centralizing existing and new data sources in the country
Mentorship and supervision of data encoders/data clerks and data reviewers
Provide training to data encoders/ data clerks
Supervise different data sources in the country.
MSC degree in Biostatistics, Statistics, Demography
8+ years proven experiences on health and health related data management and analysis
Health Sciences/biostatistics background
Experiences in managing big health and research data
Analytical skills, technical and computer skills, attention to details, decision making, problem solving, time management and organization skill, communication skill, ability to learn new things, ability to meet deadlines
Professional, enthusiastic, hardworking and “can do” attitude
Capable of independently managing time and the tasks associated with a fast-paced research agenda and strong organizational objectives.
Demonstrate inter personal communication skills
