Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia Camp Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
The main role of Camp Coordinator is to manage the program operation & support activities at Adi-Harush and Mai-Ayni camps and Represent NRC at coordination meetings with UNHCR, ARRA and IPs.
Generic responsibilities:
· Promote and share ideas for technical improvement to project coordinators, program manager & AM
· Prepare periodic progress reports and other documents-camp level to ARRA & UNHCR
Specific responsibilities:
· Represent NRC in coordination meetings at camp level
· Keep close relationship with major actors at camp level (ARRA, UNHCR, other IPs) in consultation with PM & AM
· Acting as NRC’s focal person at camp level for Adi Harush & Mai Ayni related to coordination and collaboration works with other humanitarian agencies and stakeholders
· Ensure that NRC’s operation is in compliance with local norms and international standards
· Coordinate with camp level NRC staff to run program operations smoothly
· Coordinate and manage camp level staff, specifically manage working hours, in line with NRC rules and procedures and provide inputs for staff performance appraisal
· Ensure program and support staff are motivated and capacitated for better programming
· Oversee the program operation at camps & report to PM/AM for any actions or measures to be taken
· Ensure that NRC beneficiary selection criteria are applied during beneficiary selection
· Ensure that all activities are compliant with NRC and donor regulations, the donor agreement and implemented in timely and effective manner
· Assist the program manager and project coordinators in programme planning and proposal write up and activity explanation
· Compile and Produce camp level periodical reports for all CCs and submit to each camp ARRA & UNHCR offices CC to M & E coordinator, PM, PCs & AM.
· Work closely with Support and project coordinators to ensure operation is timely and efficiently done
· Ensure that procurement delivered meets the contractual requirements as in quality and quantity
· Ensure documentation is well organized and kept on all camps at office level for future reference
· Ensure that camp level resources are efficiently utilized and logistically coordinated
· Act as a go to person in times of donor visits and implementation reviews
· Any other tasks as delegated by the line manager
Generic professional competencies:
· Relevant university degree or higher education in project management, social science/social work, development studies and related social science fields.
· Minimum 5 years of experience from a senior level management position/coordination programs in a humanitarian/recovery context
· Experience from working in complex and volatile contexts
· Documented results related to the position’s responsibilities
· Knowledge about own leadership skills
· Fluency in English, both written and verbal
· Knowledge of the context in Shire refugee camps
· Knowledge of the local language would be an asset
