The Human Resource Director will have the following responsibilities:
Prepares regular reports and plans of the Commission
Assess the training needs of the Commission and prepares capacity building activities based on the finds of the assessment
Develop a human resource strategic plan based on the Commission's overall plan;
Participates in designing formal education training programs for staff, identifies gaps and needs, participates in skill gap and interest assessment, and monitors the implementation of training programs.
Determines and informs the number of new positions to be prepared for job listing and job description;
Performs human resource filling of recruitment, ranking, promotion and transfer performance systems by identifying list of human resources
Guides, evaluates and decides on all activities related to recruitment, placement and orientation of new staff
Monitor the performance of the commission's staff by conducting a systematic evaluation and take corrective action as deemed necessary;
Ensure that any employee's information is in print and electronic copy and safe;
Ensures the allocation and utilization of Human resource training budget and facilitates development trainings for staff
Make an effort to create a conducive working environment for the employee, enabling members to have a team conversations and enhance their participation in the process;
Take necessary steps to undertake surveys that demonstrate customer satisfaction levels;
Establish a staff grievance reporting system and work to prevent disciplinary misconducts
Follow up and execute the disciplinary proceedings in a timely manner and render a decision;
Receive comments from the commission’s staffs and partner bodies and monitor the implementation of a fast and equitable system in line with their implementation guidelines;
Present difficult matters that require resolution and decision, to the Commissioner’s office
Develops different Human resource manuals, policies and guidelines and presents it to the Commission’s management team for final confirmation
Performs all activities that contribute to the success of the Commission, in collaboration with the Commissioner’s individual and team members, identifies good recommendations, and strives for action;
Performs other related duties as guided by his/her supervisor
Job Requirement
Education and Experience
MA/BA in Human Resource Management, Business administration, Business Management, Policy Analysis, Leadership Management, Good Governance, Developmental Studies or Related fields, GPA for Male 3.00 and Female 2:8 and above
A minimum of 9/8 years of work experience in related field
