Finance and Donor Compliance Coordinator (Position 1)
ROLE PURPOSE
The Finance and Donor Compliance Coordinator is responsible to work on development and implementation of a system to maintain financial accounts of funds received from the project, and documenting and reporting on expenditures. S/He will support and provide on-the-job training/mentorship to the MOA accountant hired to oversee this project’s financial accounting and procurement processes. S/He will provide technical assistance to the MOA in developing or strengthening the financial system for disbursing and reporting on funds to the regions, on down to the woreda level.
KEY AREAS OF ACCOUNTABILITY:
Budget Planning, Implementation, Review/Monitoring, Compliance and Reporting
· Work with the delegated budget holder/s to prepare the annual budget plan, prepare budget revisions, and phasing.
· Support the delegated budget holder/s by confirming availability of funds for all requests for payment or charges to awards.
· Regularly review the transactions list of the project and identify erroneous charging and coding, prepare the appropriate correction reversal, and submit to the relevant finance unit for adjustment.
· Monitor budgets and sub-grant activities to ensure that spending occurs as planned and that variances are anticipated, noted, and corrected.
· Ensure that key program personnel are aware of their budgetary resources, and are able to monitor their budgets respectively
· Provide monthly internal financial reports to NSA senior program manager on budget verses actual (BVA) spending and analysis of grant financial performance, and participate in BVA meetings, take notes, and follow up on the implementation of action points.
· Facilitate quarterly accrual and biannual projected pipeline reports to the delegated budget holder.
· Review procurement plan in line with approved budget and submit to logistics as well as review and monitor implementation.
· Ensure adequate supporting documents, use of standard tools, proper coding, proper approval process, and timely posting of all project related expenditures.
· Ensure documentation, updating, reconciliation, and reporting of project related supplies, equipment, and project staff profile on a quarterly basis.
· Ensure compliance to the donor agreement requirements for all financial transactions.
· Prepare and share documents for audit and donor monitoring visits and ensure relevant document maintenance at local level
· Ensure purchasing procedures are respected, standard tools are used and that expenditures and purchase requisition made are correctly coded with account codes, funding source, and program code.
· Assist logistic matters of the field office, ensuring proper vehicle planning for the project and usage
· Perform finance and grant related activities as assigned by the supervisor
